The Standing Committee on Government Operations and Estimates met in a televised session at 3:32 p.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

Members of the Committee present: Scott Armstrong, Denis Blanchette, Kelly Block, Peter Braid, Ron Cannan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat, Bernard Trottier and Mike Wallace.

Acting Members present: Ève Péclet for Alexandre Boulerice.

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst ; Lindsay McGlashan, Analyst.

Witnesses: Department of Indian Affairs and Northern Development: Patrick Borbey, Senior Assistant Deputy Minister, Treaties and Aboriginal Government; Élisabeth Châtillon, Assistant Deputy Minister, Resolution and Individual Affairs Sector; Françoise Ducros, Assistant Deputy Minister, Education and Social Development Programs and Partnerships; Janet King, Assistant Deputy Minister, Northern Affairs Organization; Susan MacGowan, Chief Financial Officer. Pursuant to Standing Order 108(3)(c)(viii), the Committee resumed consideration of the Supplementary Estimates (B) 2011-2012 referred to the Committee on Thursday, November 3, 2011.

Susan MacGowan made a statement and, with the other witnesses, answered questions.

At 4:31 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

Alfred Tsang made a statement and, with the other witnesses, answered questions.

Mathieu Ravignat moved, — That the Standing Committee on Government Operations and Estimates undertake a study to investigate the many overcharged projects for the management of federal buildings that were granted by the Department of Public Works and Government Services to SNC Lavalin without following the rules, and that the Committee report its findings to the House.

Mike Wallace moved, — That the Committee proceed to sit in camera.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

At 5:20 p.m., the sitting was suspended.

At 5:21 p.m., the Committee resumed sitting in camera.

The Committee proceeded to the consideration of matters related to Committee business.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
