The Standing Committee on Justice and Human Rights met in a televised session at 8:46 a.m. this day, in Room 253-D, Centre Block, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Jack Harris, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber, Kyle Seeback and Stephen Woodworth.

 

Acting Members present: Charmaine Borg for Kennedy Stewart, Jasbir Sandhu for Jack Harris and Devinder Shory for Brian Jean.

 

Associate Members present: David Wilks.

 

Other Members present: Maria Mourani.

 

In attendance: Library of Parliament: Robin MacKay, Analyst.

 

Witnesses: Association of Families of Persons Assassinated or Disappeared: Elizabeth Pousoulidis, President. Canadian Coalition for the Rights of Children: Kathy Vandergrift, Chair, Board of Directors. Canadian Crime Victim Foundation: Joe Wamback, Chair and Chief Executive Officer. Canadian Police Association: Tom Stamatakis, President. Canadian Students for Sensible Drug Policy: Caleb Chepesiuk, Executive Director. Government of Quebec: Jean-Marc Fournier, Minister of Justice and Attorney General of Quebec; Annick Murphy, Chief Crown Prosecutor, Criminal Proceedings and Penal, Bureau de la Jeunesse - Montreal. Vancouver Police Department: Warren Lemcke, Deputy Chief Constable.

 
Pursuant to the Order of Reference of Wednesday, September 28, 2011, the Committee resumed consideration of Bill C-10, An Act to enact the Justice for Victims of Terrorism Act and to amend the State Immunity Act, the Criminal Code, the Controlled Drugs and Substances Act, the Corrections and Conditional Release Act, the Youth Criminal Justice Act, the Immigration and Refugee Protection Act and other Acts.
 

Warren Lemcke, Jean-Marc Fournier and Tom Stamatakis made statements and, with Annick Murphy, answered questions.

 

At 9:46 a.m., the sitting was suspended.

At 9:51 a.m., the sitting resumed.

 

Kathy Vandergrift, Caleb Chepesiuk, Joe Wamback and Elizabeth Pousoulidis made statements and answered questions.

 

At 10:45 a.m., the sitting was suspended.

At 10:46 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Robert Goguen, it was agreed, — That the Standing Committee on Justice and Human Rights be granted an operational budget of $48,900 for its study of Bill C-10.

 

At 10:50 a.m., the Committee adjourned to the call of the Chair.
