The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Dan Albas, Françoise Boivin, Raymond Côté, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber, Craig Scott and Kyle Seeback.

 

Acting Members present: James Rajotte for Dan Albas.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Rob Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: William F. Pentney, Deputy Minister of Justice and Deputy Attorney General of Canada; Carole Morency, Acting Director General and Senior General Counsel, Criminal Law Policy Section; Daniel Schnob, Chief Financial Officer; Barbara Merriam, Director General, Programs Branch.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2012-2013: Votes 1b, 5b, 30b and 35b under JUSTICE referred to the Committee on Thursday, November 8, 2012.
 

The Chair calls Vote 1b under JUSTICE.

 

The Minister made a statement and, with William F. Pentney and Carole Morency, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, the Chair called Votes 1b, 5b, 30b and 35b under JUSTICE.

 

Votes 1b, 5b, 30b and 35b under JUSTICE carried.

 

ORDERED, — That the Chair report Votes 1b, 5b, 30b and 35b under JUSTICE to the House.

 

At 4:59 p.m., the sitting was suspended.

At 5:00 p.m., the sitting resumed in camera.

 

It was agreed, — That, pursuant to Standing Order 97.1(1), your Committee is requesting an extension of thirty sitting days to consider Bill C-273, An Act to amend the Criminal Code (cyberbullying), referred to the Committee on Wednesday, June 6, 2012.

Your Committee's request for an extension is to allow its members to hold its deliberations beyond the present deadline of Monday, December 10, 2012 in order to give Bill C-273 the consideration it requires. Therefore, your Committee requests an extension of thirty sitting days.

 

It was agreed, — That, pursuant to Standing Order 97.1(1), your Committee is requesting an extension of thirty sitting days to consider Bill C-394, An Act to amend the Criminal Code and the National Defence Act (criminal organization recruitment), referred to the Committee on Wednesday, June 20, 2012.

Your Committee's request for an extension is to allow its members to hold its deliberations beyond the present deadline of Friday, February 1, 2013 in order to give Bill C-394 the consideration it requires. Therefore, your Committee requests an extension of thirty sitting days.
