The Standing Committee on Justice and Human Rights met at 11:04 a.m. this day, in Room 306, La Promenade Building, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Raymond Côté, Kerry-Lynne D. Findlay, Robert Goguen, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber, Craig Scott and Stephen Woodworth.

 

Acting Members present: Tilly O'Neill Gordon for Kyle Seeback and Hon. Judy Sgro for Hon. Irwin Cotler.

 

Associate Members present: David Wilks.

 

In attendance: House of Commons: Lucie Tardif-Carpentier, Legislative Clerk. Library of Parliament: Dominique Valiquet, Analyst; Cynthia Kirkby, Analyst.

Pursuant to the Order of Reference of Wednesday, February 15, 2012, the Committee resumed consideration of Bill C-309, An Act to amend the Criminal Code (concealment of identity).
 

The witness answered questions.

 

The Committee resumed its clause-by-clause study of the Bill.

 
The Committee resumed consideration of the amendment of Françoise Boivin, — That Bill C-309, in Clause 2, be amended by replacing lines 10 to 13 on page 1 with the following:

“(2) Every one who, with intent to commit an offence under subsection (1), has his or her face masked or coloured or is otherwise disguised is guilty of an indictable offence”

 

After debate, the question was put on the amendment of Françoise Boivin and it was negatived on the following recorded division: YEAS: Françoise Boivin, Raymond Côté, Pierre Jacob, Craig Scott, Judy Sgro — 5; NAYS: Kerry-Lynne D. Findlay, Robert Goguen, Brian Jean, Tilly O'Neill Gordon, Brent Rathgeber, Stephen Woodworth — 6.

 
Robert Goguen moved, — That Bill C-309, in Clause 2, be amended by replacing line 15 on page 1 with the following:

On Clause 3,

Françoise Boivin moved, — That Bill C-309, in Clause 3, be amended by replacing lines 19 to 22 on page 1 with the following:

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study of Bill C-309, An Act to amend the Criminal Code (concealment of identity), the proposed budget in the amount of $10,100, be adopted.
