The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Brad Butt, Jean Crowder, Rodger Cuzner, Joe Daniel, Carol Hughes, Ed Komarnicki, Kellie Leitch, Colin Mayes, Claude Patry, Manon Perreault and Devinder Shory.

 

Acting Members present: Richard M. Harris for Phil McColeman.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Louis Beauséjour, Associate Assistant Deputy Minister, Skills and Employment Branch; Yves Gingras, Acting Director General, Labour Market Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 15, 2012, the Committee commenced its studies of “Fixing the Skills Gap: Addressing Existing Labour Shortages in High Demand Occupations” and “Understanding Labour Shortages: Addressing Barriers to Filling Low-Skilled Jobs”.
 
 

At 3:33 p.m., the sitting was suspended.

At 3:35 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the studies of “Fixing the Skills Gap: Addressing Existing Labour Shortages in High Demand Occupations” and “Understanding Labour Shortages: Addressing Barriers to Filling Low-Skilled Jobs”, the proposed budget in the amount of $61,293 for the Committee's travel to St. John's, Newfounland; Sydney, Nova Scotia; Halifax; Nova Scotia and Montreal, Quebec be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 29, 2011, the Committee resumed its study “A Framework for Success: Practical Recommendations to Further Shorten the Foreign Qualification Recognition Process”.
 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "A Framework for Success: Practical Recommendations to Further Shorten the Foreign Qualification Recognition Process".

 

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report dissenting opinions, immediately after the signature of the Chair, provided that it is no more than 2 pages in length and be submitted electronically, in both official languages, to the Clerk of the Committee, no later than Friday, March 23, 2012.

 

At 3:45 p.m., the sitting was suspended.

At 3:46 p.m., the sitting resumed in public.

 

Louis Beauséjour made a statement and, with Yves Gingras, answered questions.

 

At 3:57 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

At 4:20 p.m., the sitting was suspended.

At 4:45 p.m., the sitting resumed.

 

At 5:20 p.m., the Committee adjourned to the call of the Chair.
