The Standing Committee on Fisheries and Oceans met at 11:45 a.m. this day, in Room 268, La Promenade Building, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Patricia Davidson, Fin Donnelly, Randy Kamp, Hon. Lawrence MacAulay, Robert Sopuck, Philip Toone, Jonathan Tremblay, John Weston, Rodney Weston and Stephen Woodworth.

 

Acting Members present: Mylène Freeman for Robert Chisholm.

 

In attendance: Library of Parliament: Thai Nguyen, Analyst.

 

Witnesses: Department of Fisheries and Oceans: David Balfour, Senior Assistant Deputy Minister, Ecosystems and Fisheries Management Sector; Roch Huppé, Chief Financial Officer; France Pégeot, Senior Assistant Deputy Minister, Strategic Policy Sector; Kevin Stringer, Assistant Deputy Minister, Ecosystems and Oceans Science Sector; Trevor Swerdfager, Assistant Deputy Minister, Transformation and Program Policy Sector; Jody Thomas, Deputy Commissioner, Operations, Canadian Coast Guard; Michel Vermette, Deputy Commissioner, Vessel Procurement, Canadian Coast Guard.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Hon. Lawrence MacAulay gave notice of the following motion:

That, due to the significant concerns over the sustainability of Canada’s search and rescue services raised by the Spring 2013 Report of the Auditor General, the Standing Committee on Fisheries and Oceans immediately undertake a study on the Canadian Coast Guard's search and rescue capabilities and challenges to be tabled in the House of Commons no later than June 2013, and begin the study by calling Auditor General Michael Ferguson and Minister of Fisheries and Oceans Keith Ashfield as witnesses.

 
Pursuant to Standing Order 81(7), the Committee commenced consideration of the Report on Plans and Priorities 2013-14 of the Department of Fisheries and Oceans.
 

Lawrence MacAulay moved, — That the officials from the Department of Fisheries and Oceans be called back before the Committee on Tuesday, May 7, 2013.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Fin Donnelly, Mylène Freeman, Lawrence MacAulay, Philip Toone, Jonathan Tremblay — 5; NAYS: Mike Allen, Patricia Davidson, Randy Kamp, Robert Sopuck, John Weston, Stephen Woodworth — 6.

 

David Balfour and Roch Huppé made statements and, with Jody Thomas and France Pégeot, answered questions.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
