The Standing Committee on the Status of Women met at 8:51 a.m. this day, in Room 228, La Promenade Building, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Stella Ambler, Jay Aspin, Joyce Bateman, Anne-Marie Day, Sana Hassainia, Roxanne James, Marie-Claude Morin, Tilly O'Neill Gordon, Hon. Judy Sgro, Susan Truppe and Wai Young.

 

Acting Members present: Mylène Freeman for Niki Ashton.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Laura Munn-Rivard, Analyst. House of Commons: Marie-France Renaud, Procedural Clerk.

 
Pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of a Chair.
 

On motion of Anne-Marie Day, it was agreed, — That Marie-Claude Morin be elected Chair of the Committee.

 

By unanimous consent and pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Susan Truppe, it was agreed, — That Tilly O'Neill Gordon be elected First Vice-Chair of the Committee.

 

On motion of Roxanne James, it was agreed, — That the Honorable Judy Sgro be elected Second Vice-Chair of the Committee.

 

At 8:55 a.m., Marie-Claude Morin took the Chair.

 

By unanimous consent, the Committee proceeded to the consideration of matters related to Committee business.

 

At 8:59 a.m., the sitting was suspended.

At 9:02 a.m., the sitting resumed in camera.

 

It was agreed, — That the Ninth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in as amended:

1. That, with regard to the Committee’s study of improving economic prospects for Canadian girls, the Committee start consideration of the draft report at its meeting of Thursday, September 27, 2012.

2. That, with regard to the Committee’s study of sexual harassment in the federal workplace:

a. the Committee begins to hear from witnesses at its meeting of Tuesday, October 16, 2012;

b. the Committee adopt the following work plan for its study, subject to availability of witnesses and at the discretion of the Chair:

- Treasury Board of Canada Secretariat
- Public Service Labour Relations Board

Panel 2 - Other Federally Regulated and Federally Administered Employees:
- Canadian Human Rights Commission
- Canadian Human Rights Tribunal

Panel 1 - Royal Canadian Mounted Police:
- Labour Relations and Human Rights Directorate, RCMP
- RCMP External Review Committee
- Commission for Public Complaints Against the RCMP

Meeting 3

Panel 1 - Other Federally Regulated and Federally Administered Employees:
- Canada Industrial Relations Board
- Labour Program, Human Resources and Skills Development Canada

Panel 2 - External Labour Law and Labour Relations Experts:
- Christopher Rootham, Partner and Director of Research, Nelligan O’Brien Payne, practices in areas of labour and employment law
- Carole Piette, Labour Relations Lawyer at Emond Harnden

c. the meetings be divided into two (2) one-hour panels when each of the panels consist of no more than two (2) groups or individuals, and one (1) two-hour panel when the panel consists of three (3) groups or individuals;

d. the Subcommittee meet on Tuesday, October 30, 2012 to discuss additional witnesses for the study.

e. the Subcommittee present the list of additionnal witnesses for the study to the Committee on Thursday, November 1, 2012.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 1, 2012, the Committee resumed its study of improving economic prospects for Canadian girls.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the Committee continue consideration of the draft report at its meeting of Tuesday, October 2, 2012.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
