The Standing Committee on Access to Information, Privacy and Ethics met at 11:00 a.m. this day, in Room 253-D, Centre Block, for the purpose of electing a Chair, pursuant to Standing Order 106(2).

 

Members of the Committee present: Scott Andrews, Charlie Angus, Charmaine Borg, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Dean Del Mastro, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

 

Acting Members present: Mylène Freeman for Alexandre Boulerice.

 

Associate Members present: Pat Martin and Bob Zimmer.

 

Other Members present: Nathan Cullen.

 

In attendance: Library of Parliament: Maxime-Olivier Thibodeau, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: As an individual: Adam Carroll.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Charlie Angus, it was agreed, — That Pierre-Luc Dusseault be elected Chair of the Committee.

 

At 11:05 a.m., Pierre-Luc Dusseault took the Chair.

 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Thursday, March 8, 2012, the Committee commenced its study of the anonymous use of House of Commons resources against a Member of Parliament.
 

Adam Carroll made a statement and answered questions.

 

At 11:53 a.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

 

Questioning of the witness resumed.

 

At 12:45 p.m., the sitting was suspended.

At 12:49 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the motion of Pierre-Luc Dusseault for which notice was given on Monday, April 2, 2012, be allowed to stand in the name of Charmaine Borg.

 

Charmaine Borg moved, — That the Standing Committee on Access to Information, Privacy and Ethics call the Privacy Commissioner of Canada as well as the provincial and territorial Privacy Commissioners to testify with regard to concerns expressed in a joint resolution published on 2 April, 2012 regarding the application of privacy protection laws to the Canada-US perimeter security action plan, and that the Committee report its findings back to the House.

Debate arose thereon.

 

It was agreed, — That the debate on the motion of Charmaine Borg be now adjourned until Tuesday, May 1, 2012.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
