The Standing Committee on Environment and Sustainable Development met in camera at 8:46 a.m. this day, in Room 268, La Promenade Building, the Chair, Harold Albrecht, presiding.

 

Members of the Committee present: Harold Albrecht, François Choquette, Kirsty Duncan, Megan Anissa Leslie, James Lunney, François Pilon, Anne Minh-Thu Quach, Michelle Rempel, Robert Sopuck, Brian Storseth, Lawrence Toet and Stephen Woodworth.

 

Other Members present: Elizabeth May.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst. House of Commons: David-Andrés Novoa, Legislative Clerk.

 

Witnesses: Parks Canada: Alan Latourelle, Chief Executive Officer; Kevin McNamee, Director, Parks Establishment.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee meet on Monday, June 17, 2013, from 7:00 p.m. to 9:00 p.m. to hear from witnesses in relation to Bill S-15, An Act to amend the Canada National Parks Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to the Canada Shipping Act, 2001.

 

It was agreed, — That, in relation to the Order of Reference of Monday June 10, 2013, respecting Bill S-15, An Act to amend the Canada National Parks Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to the Canada Shipping Act, 2001:

(a) amendments shall be submitted to the Clerk of the Committee no later than 12:00 p.m. noon on Monday June 17, 2013, for the clause-by-clause consideration of the Bill, which is to be completed on Tuesday June 18, 2013, and be distributed to members in both official languages;

(b) the Chair shall forthwith write to each Member of Parliament who is not a member of a caucus represented on the Committee to invite those Members to submit to the Clerk of the Committee any amendments to the Bill which they would propose that the Committee consider;

(c) any proposed amendment submitted to the Clerk, pursuant to paragraph (b), shall be submitted, in both official languages, no later than 12:00 p.m. on Monday June 17 , 2013, for the clause-by-clause consideration of the Bill and shall be presented together with any amendments which may have been submitted by Members of the Committee; and

(d) during clause-by-clause consideration, at the relevant time, (i) an amendment submitted to the Clerk pursuant to paragraph (b), and presented to the Committee pursuant to paragraph (c), shall be deemed to have been moved, and (ii) the Chair may call upon the Member who submitted the proposed amendment to offer brief remarks in support of it.

Pursuant to the Order of Reference of Monday, June 10, 2013, the Committee commenced consideration of Bill S-15, An Act to amend the Canada National Parks Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to the Canada Shipping Act, 2001.
 

Alan Latourelle made a statement and, with Kevin McNamee, answered questions.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
