The Standing Committee on Environment and Sustainable Development met at 8:46 a.m. this day, in Room 268, La Promenade Building, the Chair, Harold Albrecht, presiding.

Members of the Committee present: Harold Albrecht, François Choquette, Kirsty Duncan, Megan Anissa Leslie, François Pilon, Anne Minh-Thu Quach, Michelle Rempel, Robert Sopuck, Brian Storseth, Lawrence Toet and Stephen Woodworth.

Acting Members present: Mark Warawa for James Lunney.

In attendance: Library of Parliament: Penny Becklumb, Analyst.

Appearing: Hon. Peter Kent, P.C., M.P., Minister of the Environment.

Witnesses: Department of the Environment: Andrea Lyon, Associate Deputy Minister; Tony Young, Director General, Sustainability Directorate Strategic Policy Branch. Office of the Auditor General of Canada: Neil Maxwell, Interim Commissioner of the Environment and Sustainable Development; James McKenzie, Principal, Sustainable Development Strategies, Audits and Studies. International Institute for Sustainable Development: David Sawyer, Vice-President, Climate, Energy and Partnerships. Sustainable Development Technology Canada: Vicky J. Sharpe, President and Chief Executive Officer; Pat Breton, Director of Communications.

Pursuant to Standing Order 108(2) and section 9(3) of the Federal Sustainable Development Act and the motion adopted by the Committee on Thursday, May2, 2013, the Committee commenced the review of the draft Federal Sustainable Development Strategy 2013-2016.

The Minister made a statement and answered questions.

At 9:47 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

Neil Maxwell, David McKenzie and Vicky J. Sharpe made statements and answered questions.

RULING BY THE CHAIR

Due to constant interruption from the member questioning the witness, the Chair gave the floor to the next member on the speakers list as stated on pages 1048-49 of the House of Commons Procedure and Practice, Second Edition 2009.

Whereupon, Megan Anissa Leslie appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 6; NAYS: 5.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
