The Standing Committee on Environment and Sustainable Development met at 3:29 p.m. this day, in Room 268, La Promenade Building, the Chair, Mark Warawa, presiding.

 

Members of the Committee present: Stella Ambler, François Choquette, Kirsty Duncan, James Lunney, François Pilon, Anne Minh-Thu Quach, Michelle Rempel, Robert Sopuck, Lawrence Toet, Mark Warawa and Stephen Woodworth.

 

Acting Members present: Dan Harris for Megan Anissa Leslie and Hon. Judy Sgro for Kirsty Duncan.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst.

 

Witnesses: Bienenstock Natural Playgrounds: Adam Bienenstock, Founder and Chief Executive Officer. Canadian Institute of Planners: Andrea Gabor, President; David Wise, Chair, Policy Advisory Committee. Ecology Action Centre: Jennifer Powley, Coordinator, Our HRM Alliance; Mark Butler, Policy Director.

 

Kirsty Duncan moved, — Given that, (1) the Experimental Lakes Area (ELA) is an essential research platform for understanding the threats to Canada's water resources, assessing the risks of water pollutants and emerging threats, and developing and testing strategies for ecosystem-based management to improve water quality; (2) the ELA has operated a comprehensive meteorological station, which is a measurement site of Environment Canada's Canadian Air and Precipitation Monitoring Network; and, (3) the ELA falls under a number of Environment Canada programs, the Committee recommends that the Government of Canada transfer the ELA to the Department of Environment.

 

Michelle Rempel moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Stella Ambler, James Lunney, Michelle Rempel, Robert Sopuck, Lawrence Toet, Stephen Woodworth — 6; NAYS: François Choquette, Kirsty Duncan, Dan Harris, François Pilon, Anne Minh-Thu Quach — 5.

 

At 3:34 p.m., the sitting was suspended.

At 3:35 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of urban conservation practices in Canada, the proposed budget in the amount of $ 26,400 be adopted.

 

At 3:54 p.m., the sitting was suspended.

At 3:56 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, October 1, 2012, the Committee resumed its study of urban conservation practices in Canada.
 

Adam Bienenstock, Andrea Gabor, David Wise and Jennifer Powley, by videoconference from Halifax, Nova Scotia, made statements and, with and Mark Butler, by videoconference from Halifax, Nova Scotia, answered questions.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
