The Standing Committee on Citizenship and Immigration met in camera at 8:45 a.m. this day, in Room 237-C, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Rathika Sitsabaiesan and David Tilson.

 

Acting Members present: Blaine Calkins for John Weston and Philip Toone for Jinny Jogindera Sims.

 

Associate Members present: Devinder Shory.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; James Gauthier, Analyst.

 

Witnesses: Department of National Defence: Col François Bariteau, Director, Personnel Generation Requirements; Col Michael R. Gibson, Deputy Judge Advocate General of Military Justice, Office of the Judge Advocate General. Devinder Shory, M.P., Calgary Northeast.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, notwithstanding the motions adopted on Thursday, February 28, 2013, the Committee study Bill C-425, An Act to amend the Citizenship Act (honouring the Canadian Armed Forces) starting on Tuesday, March 19, 2013, and that a total of six (6) meetings be devoted to this study, which are to be divided as follows:

- On Tuesday, March 19, 2013, Devinder Shory, M.P., appear before the Committee from 8:45 a.m. to 9:45 a.m. and that officials from the Department of National Defence appear from 9:45 a.m. to 10:45 a.m.;

- On Thursday, March 21, 2013, Minister Jason Kenney and officials from Citizenship and Immigration Canada (CIC) appear before the Committee from 8:45 a.m. to 9:45 a.m. and that officials from the Royal Canadian Mounted Police (RCMP) and the Canadian Security Intelligence Service (CSIS) appear from 9:45 a.m. to 10:45 a.m.;

- On Tuesday, March 26, 2013, on Tuesday, April 16, 2013 and on Thursday, April 18, 2013 from 8:45 a.m. to 9:45 a.m., the Committee hear from witnesses;

- On Thursday, April 18, 2013, officials from Citizenship and Immigration Canada (CIC) appear before the Committee from 9:45 a.m. to 10:45 a.m.;

- On Tuesday, April 23, 2013, the Committee commence its clause-by-clause study of the Bill.

 

It was agreed, — That the proposed budget in the amount of $12,950.00, for the Committee's study of Bill C-425, An Act to amend the Citizenship Act (honouring the Canadian Armed Forces), be adopted.

 

At 8:48 a.m., the sitting was suspended.

At 8:49 a.m., the sitting resumed in a public and televised session.

 
Pursuant to the Order of Reference of Wednesday, February 27, 2013, the Committee commenced consideration of Bill C-425, An Act to amend the Citizenship Act (honouring the Canadian Armed Forces).
 

Devinder Shory made a statement and answered questions.

 

At 9:45 a.m., the sitting was suspended.

At 9:47 a.m., the sitting resumed.

 

Col François Bariteau made a statement and, with Col Michael R. Gibson, answered questions.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
