The Standing Committee on Citizenship and Immigration met at 8:48 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

Members of the Committee present: Rick Dykstra, Alain Giguère, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

Acting Members present: Craig Scott for Rathika Sitsabaiesan.

In attendance: Library of Parliament: Julie Béchard, Analyst . House of Commons: Marc-Olivier Girard, Procedural Clerk.

Witnesses: As individuals: Delphine Nakache, Assistant Professor, Faculty of Social Sciences, School of International Development and Global Studies, University of Ottawa; James Bissett. Canadian Council for Refugees: Loly Rico, Vice-President; Chantal Tie, Working Group Chair, Inland Protection. Canadian Association of Refugee Lawyers: Donald Galloway, Co-Chair, Legal Research Committee; Lesley Stalker, Member-at-large. Centre de santé et de services sociaux de la Montagne: Marc Sougavinski, Director General; Marian Shermarke, Clinical Advisor.

Pursuant to the Order of Reference of Monday, April 23, 2012, the Committee resumed consideration of Bill C-31, An Act to amend the Immigration and Refugee Protection Act, the Balanced Refugee Reform Act, the Marine Transportation Security Act and the Department of Citizenship and Immigration Act.

Delphine Nakache and James Bissett made statements and answered questions.

At 9:46 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed.

Loly Rico, Chantal Tie, Donald Galloway, Lesley Stalker, Marc Sougavinski and Marian Shermarke made statements and answered questions.

At 10:45, by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

At 10:52 a.m., the Committee adjourned to the call of the Chair.
