The Standing Committee on Veterans Affairs met at 3:29 p.m. this day, in Room 112-N, Centre Block, the Chair, Greg Kerr, presiding.

 

Members of the Committee present: Eve Adams, Sean Casey, Sylvain Chicoine, Bryan Hayes, Greg Kerr, Ben Lobb, Irene Mathyssen, Manon Perreault, Peter Stoffer and Bob Zimmer.

 

Acting Members present: Chris Alexander for Richard M. Harris, Patricia Davidson for Richard M. Harris and Rodney Weston for Wladyslaw Lizon.

 

In attendance: Library of Parliament: Martin Auger, Analyst.

 

Witnesses: Office of the Veterans Ombudsman: Guy Parent, Veterans Ombudsman, Chief Warrant Officer (Retired); Gary Walbourne, Director General, Operations; Mrs. Diane Guilmet-Harris, Legal Counsel. Veterans Review and Appeal Board: John D. Larlee, Chair; Kathleen Vent, Acting Director, Legal Services; Karen Rowell, Director, Corporate Operations.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 10, 2012, the Committee resumed its review of Veterans Review and Appeal Board (VRAB) activities.
 

Guy Parent made a statement and, with Gary Walbourne and Diane Guilmet-Harris, answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

 

John D. Larlee made a statement and, with Kathleen Vent and Karen Rowell, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Sean Casey moved, — That, the Committee invite representatives from the Office of the Auditor General to discuss the troubling revelations about the treatment of veterans contained in Chapter 4 of the Fall 2012 Report of the Auditor General entitled: Transition of Ill and injured Military Personnel to Civilian Life and that this meeting occur before December 14, 2012.

 

Bryan Hayes moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Eve Adams, Chris Alexander, Bryan Hayes, Ben Lobb, Rodney Weston, Bob Zimmer — 6; NAYS: Sean Casey, Sylvain Chicoine, Irene Mathyssen, Manon Perreault, Peter Stoffer — 5.

 

At 5:09 p.m., the sitting was suspended.

At 5:10 p.m., the sitting resumed in camera.

 

At 5:21 p.m., the sitting was suspended.

At 5:22 p.m., the sitting resumed in public.

 

The Committee resumed the consideration of its review of Veterans Review and Appeal Board (VRAB) activities.

 

Questioning of the witnesses resumed.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
