The Standing Committee on Aboriginal Affairs and Northern Development met at 8:47 a.m. this day, in Room 228, La Promenade Building, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Stella Ambler, Hon. Carolyn Bennett, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, Brent Rathgeber, Greg Rickford, Kyle Seeback and Chris Warkentin.

 

Acting Members present: Peter Stoffer for Dennis Bevington.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Norah Kielland, Analyst.

 

Witnesses: Sto:lo Nation : Joe Hall, Grand Chief, President; Jean Teillet, Chief Negotiator, Legal Counsel. Sto:lo Tribal Council: Doug Kelly, Grand Chief. British Columbia Treaty Commission: Sophie Pierre, Chief Commissioner; Dave Haggard, Commissioner; Mark Smith, General Counsel, Process Director.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jean Crowder moved, — That, pursuant to Standing Order 108(2), the Committee initiate a study on the Yale First Nation Agreement Act; and that all testimony received under this study be deemed to have been received under the study of Bill C-62, once the Bill will have been referred to the Committee.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

Jean Crowder moved, — That a proposed budget in the amount of $ 12,050.00, for the study of the Yale First Nation Final Agreement Act, be adopted.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 
Pursuant to Standing Order 108(2), and the motion adopted, the Committee commenced its study of Yale First Nation Final Agreement Act.
 

Grand Chief Joe Hall, Grand Chief Doug Kelly and Jean Teillet made statements and answered questions.

 

At 9:35 a.m., Jean Crowder took the Chair.

 

At 9:41 a.m., Chris Warkentin took the Chair.

 

At 9:49 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed.

 

Sophie Pierre made a statement and, with Dave Haggard and Mark Smith, answered questions.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
