The Standing Committee on Aboriginal Affairs and Northern Development met at 8:47 a.m. this day, in Room 228, La Promenade Building, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Stella Ambler, Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, Brent Rathgeber, Greg Rickford and Chris Warkentin.

 

Acting Members present: Greg Kerr for Kyle Seeback and Romeo Saganash for Dennis Bevington.

 

In attendance: Library of Parliament: Norah Kielland, Analyst; Tonina Simeone, Analyst.

 

Witnesses: Canadian Bar Association: Christopher Devlin, Executive Member, National Aboriginal Law Section. Ahtahkakoop First Nation: Barry Ahenakew. As an individual: Sharon Venne, Treaty Researcher. Confederacy of Treaty 6 First Nations: Craig Makinaw, Grand Chief. Sawridge First Nation: Michael McKinney, Executive Director. Peguis Accountability Coalition: Phyllis Sutherland, President. Canadian Bar Association: Tamra L. Thomson, Director, Legislation and Law Reform. Sawridge First Nation: Roland Twinn, Chief. Chakastaypasin Band of the Cree Nation: Calvin Sanderson.

 
Pursuant to the Order of Reference of Wednesday, December 5, 2012, the Committee resumed consideration of Bill C-428, An Act to amend the Indian Act (publication of by-laws) and to provide for its replacement.
 

Tamra L. Thomson and Christopher Devlin made statements and answered questions.

 

At 9:41 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed.

 

It was agreed, — That each witness be allowed to provide an opening statement in written form to the Committee and that any such opening statement be appended to the meeting's evidence.

 

Phyllis Sutherland, Roland Twinn, Michael McKinney, Craig Makinaw, Sharon Venne, Barry Ahenakew and Calvin Sanderson answered questions.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
