Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Strahl (Minister of Indian Affairs and Northern Development, Federal Interlocutor for Métis and Non-Status Indians and Minister of the Canadian Northern Economic Development Agency), seconded by Mrs. Guergis (Minister of State (Status of Women)), Bill C-3, An Act to promote gender equity in Indian registration by responding to the Court of Appeal for British Columbia decision in McIvor v. Canada (Registrar of Indian and Northern Affairs), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Donnelly (New Westminster—Coquitlam), seconded by Mr. Martin (Winnipeg Centre), Bill C-496, An Act to change the name of the electoral district of New Westminster -- Coquitlam, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Address in Reply to the Speech from the Throne

The House resumed consideration of the motion of Mr. Généreux (Montmagny—L'Islet—Kamouraska—Rivière-du-Loup), seconded by Mr. Armstrong (Cumberland—Colchester—Musquodoboit Valley), — That the following Address be presented to Her Excellency the Governor General of Canada:

To Her Excellency the Right Honourable Michaëlle Jean, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Chancellor and Commander of the Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.
MAY IT PLEASE YOUR EXCELLENCY:
We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament.

Mr. Ignatieff (Etobicoke—Lakeshore), seconded by Mr. Goodale (Wascana), moved the following amendment, — That the motion be amended by adding the following:

“and offers our humble wish that your Excellency is not burdened in future with frivolous requests for prorogation”.

Mr. Duceppe (Laurier—Sainte-Marie), seconded by Mr. Paquette (Joliette), moved the following subamendment, — That the amendment be amended by adding the following after the word “prorogation”:

“that aim to prevent the opposition from asking legitimate questions on major issues such as Canada’s unacceptable position at the Copenhagen Climate Change Conference, the fate of Afghan detainees and the ineffective measures in the government’s economic action plan to help Quebec's economy weather this crisis”.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Généreux (Montmagny—L'Islet—Kamouraska—Rivière-du-Loup), seconded by Mr. Armstrong (Cumberland—Colchester—Musquodoboit Valley), in relation to the Address in Reply to the Speech from the Throne;

And of the amendment of Mr. Ignatieff (Etobicoke—Lakeshore), seconded by Mr. Goodale (Wascana);
And of the subamendment of Mr. Duceppe (Laurier—Sainte-Marie), seconded by Mr. Paquette (Joliette).

The debate continued.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Veterans Affairs of Bill C-473, An Act to protect insignia of military orders, decorations and medals of cultural significance for future generations.

Mr. Schellenberger (Perth—Wellington), seconded by Mr. Allison (Niagara West—Glanbrook), moved, — That the Bill be now read a second time and referred to the Standing Committee on Veterans Affairs.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.
