The Standing Committee on Public Safety and National Security met in a televised session at 8:48 a.m. this day, in Room 253-D, Centre Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Don Davies, Roger Gaudet, Mark Holland, Andrew Kania, Ben Lobb, Dave MacKenzie, Phil McColeman, Alexandra Mendes, Maria Mourani, Rick Norlock, Brent Rathgeber and Kevin Sorenson.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Tanya Dupuis, Analyst.

 

Appearing: Hon. Vic Toews, P.C., M.P., Minister of Public Safety.

 

Witnesses: As individuals: Randall Fletcher, Sexual Deviance Specialist; William Marshall, Director, Rockwood Psychological Services. Vancouver Police Department: Warren Lemcke, Deputy Chief Constable. Department of Public Safety: William V. Baker, Deputy Minister. Royal Canadian Mounted Police: Rod Knecht, Senior Deputy Commissioner. Canada Border Services Agency: Cathy Munroe, Vice President, Programs Branch. Correctional Service of Canada: Don Head, Commissioner. Canadian Security Intelligence Service (CSIS): Laura Danagher, Deputy Director, Administration. National Parole Board: Harvey Cenaiko, Chairperson.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2010-2011: Votes 1c, 10c, 15c, 20c, 50c and 55c under PUBLIC SAFETY AND EMERGENCY PREPAREDNESS referred to the Committee on Tuesday, February 8, 2011; and
 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2011-2012: Vote 35 under PRIVY COUNCIL and Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55, 60 and 65 under PUBLIC SAFETY AND EMERGENCY PREPAREDNESS referred to the Committee on Tuesday, March 1, 2011.
 

The Chair called Supplementary Estimates (c) 2010-2011 Vote 1c and Main Estimates 2011-2012 Vote 1 under PUBLIC SAFETY AND EMERGENCY PREPAREDNESS.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 9:46 a.m., the sitting was suspended.

At 9:51 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Thursday, June 17, 2010, the Committee resumed consideration of Bill C-23B, An Act to amend the Criminal Records Act and to make consequential amendments to other Acts.
 

The witnesses made statements and answered questions.

 

At 10:36 a.m., the sitting was suspended.

At 10:37 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, October 6, 2010, the Committee resumed its study of the issues surrounding security at the G-8 and G-20 Summits.
 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair present the report to the House on Friday, March 25, 2011.

 

At 10:43 a.m., the Committee adjourned to the call of the Chair.
