The Standing Committee on Government Operations and Estimates met in camera at 11:02 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Ron Cannan, Siobhan Coady, Jacques Gourde, Ed Holder, Pat Martin, Hon. John McKay, Hon. Geoff Regan, Robert Vincent and Chris Warkentin.

 

Acting Members present: LaVar Payne for Ed Holder.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst.

 

Witnesses: Privy Council Office: Patricia J. Hassard, Deputy Secretary to the Cabinet, Senior Personnel and Public Service Renewal; Joyce Henry, Director, Appointments and Selection Processes, Senior Personnel; Joe Wild, Assistant Secretary to the Cabinet, Machinery of Government.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010, the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 

The Committee resumed consideration of a draft report.

 

At 11:38 a.m., the sitting was suspended.

 

At 12:01 p.m., the sitting resumed in a televised session.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Tuesday, March 1, 2011, the Committee commenced its study of the appointment of the new Public Service Integrity Commissioner.
 

Patricia J. Hassard made a statement and, with the other witnesses, answered questions.

 

At 1:01 p.m., the sitting was suspended.

At 1:03 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Siobhan Coady moved, — That with regard to the $65,000,000 and more in new money for the purpose of “advertising” in the 2010-2011 Supplementary Estimates (A), the Committee request the government to provide it with the following information, by department, in electronic form, within five days: (1) how has the money been allocated; (2) what government program or service was advertised; (3) in what medium (print, radio, television, other); (4) what amount was spent; (5) in what geographic area; (6) what is the total amount spent on advertising to date and the anticipated spending.

Debate arose thereon.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
