The Standing Committee on Government Operations and Estimates met in a televised session at 8:47 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Blaine Calkins, Siobhan Coady, Jacques Gourde, Ed Holder, Pat Martin, Hon. John McKay, Hon. Geoff Regan, Robert Vincent and Chris Warkentin.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: Infrastructure Canada: Taki Sarantakis, Assistant Deputy Minister, Policy and Communications Branch; Bryce Conrad, Assistant Deputy Minister, Program Operations Branch. Department of Industry: France Pégeot, Assistant Deputy Minister, Regional Operations; Tom Dodds, Director, International Business, Trade and Tourism Development, International Business Centre. Department of Public Works and Government Services: Renée Jolicoeur, Assistant Deputy Minister, Accounting, Banking and Compensation Branch; Sandra Young, Acting Regional Director General, Ontario Region. Department of Foreign Affairs and International Trade: Sanjeev Chowdhury, Director General, Programs, Summits Management Office. Department of Public Safety and Emergency Preparedness: Hélène Filion, Comptroller, Corporate Management; Mark Potter, Director General, Policing Policy Directorate.

 
Pursuant to Standing Order 108(3)(c)(iv) and 108(3)(c)(viii) and the motion adopted by the Committee on Thursday, October 7, 2010, the Committee resumed its study of the effectiveness, management and operation of the expenses incurred for the G8/G20 Summits.
 

Bryce Conrad, France Pégeot, Renée Jolicoeur and Mark Potter made statements and, with the other witnesses, answered questions.

 

At 10:44 a.m., the sitting was suspended.

At 10:45 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Siobhan Coady moved, — The Committee requests that the Ontario Provincial Police provide it with the details of all their costs associated with the G8 and G20 Summits, including for goods, services and overtime salaries, providing for each contract (i) the name of the contractor, (ii) a description of the goods or services provided, (iii) the value of the contract, (iv) how the contract was awarded, (v) whether the cost was associated with the G8, G20 or both; and that the Committee orders that this information be provided in both electronic and paper form within five calendar days.

Debate arose thereon.

 

It was agreed, — That the motion be amended by replacing the word “orders” with the word “request”.

 

The question was put on the motion and the results of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

The motion, as amended, read as follows:
