The Standing Committee on National Defence met at 3:33 p.m. this day, in Room 362, East Block, the Chair, the Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Cheryl Gallant, Jack Harris, Hon. Laurie Hawn, Hon. Dominic LeBlanc, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Raymonde Folco for Hon. Ken Dryden.

 

In attendance: Library of Parliament: Melissa Radford, Analyst.

 

Appearing: Hon. Peter Gordon MacKay, Minister of National Defence.

 

Witnesses: Department of National Defence: BGen Bernard Blaise Cathcart, Judge Advocate General, Canadian Forces; Col Patrick K. Gleeson, Deputy Judge Advocate General, Military Justice and Administrative Law; LCol Michael R. Gibson, Director, Strategic Legal Analysis.

 
Pursuant to the Order of Reference of Monday, December 6, 2010, the Committee commenced consideration of Bill C-41, An Act to amend the National Defence Act and to make consequential amendments to other Acts.
 

Hon. Peter Gordon MacKay made a statement and with BGen Bernard Blaise Cathcart answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

 

BGen Bernard Blaise Cathcart, with Col Patrick K. Gleeson and LCol Michael R. Gibson, answered questions.

 

At 5:24 p.m., the sitting was suspended.

At 5:28 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the following witness list be adopted for the Committee's study on Bill C-41:

2. Chief of Defence Staff Walter J. Natynczyk

4. Ret. LCol Jean-Marie Dugas

9. Dean Ian Holloway, University of Western Ontario

10. Joseph Di Luca, Vice President and Chair of Legislation Committee Criminal Lawyers Association of Ontario .

 

It was agreed, — That three meetings of the Committee be held for the hearing of witnesses only, in relation to the study on Bill C-41.

 

It was agreed, — That the Chief of the Defence Staff and the Vice-Chief of the Defence Staff appear the first hour of the meeting schedule for the Clause by Clause study of Bill C-41.

 

At 5:45 p.m., the Committee adjourned to the call of the Chair.
