The Standing Committee on Official Languages met in a televised session at 9:01 a.m. this day, in Room 253-D, Centre Block, the Chair, Steven Blaney, presiding.

 

Members of the Committee present: Hon. Mauril Bélanger, Steven Blaney, Sylvie Boucher, Jean-Claude D'Amours, Bernard Généreux, Yvon Godin, Richard Nadeau, Tilly O'Neill-Gordon, John Weston and Lise Zarac.

 

Acting Members present: Dona Cadman for Shelly Glover and Marc Lemay for Monique Guay.

 

In attendance: Library of Parliament: Lucie Lecomte, Analyst; Nicolas Auclair, Analyst.

 

Witnesses: Office of the Commissioner of Official Languages: Graham Fraser, Commissioner; Ghislaine Charlebois, Assistant Commissioner, Compliance Assurance Branch; Sylvain Giguère, Assistant Commissioner, Policy and Communications Branch; Johane Tremblay, Lead Counsel and Director, Legal Affairs.

 
Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, March 11, 2010, the Committee commenced consideration of the study of the broadcasting and services in French of the Vancouver 2010 Olympic Games.
 
Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, March 11, 2010, the Committee commenced consideration of the study of Air Canada's compliance with the Official Languages Act.
 

Graham Fraser made a statement and, with Ghislaine Charlebois and Johane Tremblay, answered questions.

 

At 10:51 a.m., the sitting was suspended.

At 10:53 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee commenced consideration of the First Report from the Subcommittee on Agenda and Procedure.

 

It was agreed, — That the First Report of the Subcommittee on Agenda and Procedure, as amended, be concurred in.

 

The Report read as follows:

Your Subcommittee met on Thursday, March 25, 2010, to consider the business of the Committee and agreed to make the following recommendations:

1. That the meetings of April 13 and 15, 2010, be dedicated to the study of Air Canada's compliance to the Official Languages Act, and that, depending their availability, the Minister of Transport Canada be invited to appear at one meeting, and officials from Air Canada at the other meeting;

2. That the first hour of the meeting of April 20, 2010, be televised and dedicated to the appearance of the Commissioner of Official Languages on the study of Vote 20 of the 2010-2011 Estimates; and that the following hour be dedicated to an in camera briefing session on the investigation process by the personnel of the Office of the Commissioner of Official Languages;

3. That the meetings of April 22, 27 and 29, 2010, be dedicated to the study of the Department of Canadian Heritage's Roadmap 2008-2013, and that the following witnesses be invited to appear, depending on their availability: the Minister of Canadian Heritage, the President of Treasury Board, and the officials from the Fédération des communautés francophones et acadiennes du Canada (FCFA) with those of the Quebec Community Groups Network (QCGN);

4. That the meetings of May 4, 6, 11, 13, and 25, and June 1, 2010, be dedicated to the study of immigration as a development tool in official language minority communities;

5. That the meeting of May 27, 2010, be dedicated to the study of the Annual Report of the Commissioner of Official Languages;

6. That it be possible to move the meetings according to the availability of witnesses.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
