The Standing Committee on Justice and Human Rights met at 3:32 p.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Brian Murphy, presiding.

 

Members of the Committee present: Ed Fast, Hon. Marlene Jennings, Derek Lee, Serge Ménard, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Lois Brown for Bob Dechert, Ron Cannan for Bob Dechert, Ron Cannan for Stephen Woodworth and Louis Plamondon for Marc Lemay.

 

In attendance: Library of Parliament: Robin MacKay, Analyst. House of Commons: Wayne Cole, Legislative Clerk.

 

Witnesses: House of Commons: Kelly Block, Saskatoon—Rosetown—Biggar. Department of Justice: Glenn Gilmour, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Friday, October 8, 2010, the Committee commenced consideration of Bill S-215, An Act to amend the Criminal Code (suicide bombings).
 

Kelly Block made an opening statement and with Glenn Gilmour, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

On Clause 1,

Serge Ménard moved, — That Bill S-215, in Clause 1, be amended by replacing in the English version, line 8 on page 1 with the following:

“attack is an act that comes within para-”

 

After debate, the question was put on the amendment of Serge Ménard and it was negatived, by a show of hands: YEAS: 2; NAYS: 6.

 
Derek Lee moved, — That Bill S-215, in Clause 1, be amended by replacing in the French version, line 7 on page 1 with the following:

“(1.2) Il est entendu que l'attentat suicide à la bombe”

 

The question was put on the amendment of Derek Lee and it was agreed to, by a show of hands: YEAS: 8; NAYS: 2.

 

Clause 1, as amended, carried.

 

Clause 2 carried.

 

On Title,

Derek Lee moved, — That Bill S-215 be amended by replacing in the French version, the long title on page 1 with the following:

“Loi modifiant le Code criminel (attentats suicides à la bombe)”

 

The question was put on the amendment of Derek Lee and it was agreed to, by a show of hands: YEAS: 8; NAYS: 2.

 

The Title, as amended, carried.

 

The Bill, as amended, carried unanimously.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 4:36 p.m., the sitting was suspended.

At 4:43 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study on the state of organized crime.
 

The Committee resumed consideration of a draft report.

 

At 5:04 p.m., the Committee adjourned to the call of the Chair.
