The Standing Committee on Environment and Sustainable Development met at 3:42 p.m. this day, in Room 308, West Block, the Chair, James Bezan, presiding.

Members of the Committee present: Scott Armstrong, James Bezan, Steven Blaney, Blaine Calkins, Joyce Murray, Christian Ouellet, Francis Scarpaleggia, Mark Warawa and Stephen Woodworth.

Acting Members present: Scott Andrews for Gerard Kennedy, Nathan Cullen for Linda Duncan and Christiane Gagnon for Bernard Bigras.

In attendance: Library of Parliament: Kristen E. Courtney, Analyst ; Tim Williams, Analyst.

Witnesses: Office of the Auditor General of Canada: Scott Vaughan, Commissioner of the Environment and Sustainable Development; Jim McKenzie, Principal, Sustainable Development Strategies, Audits and Studies; Andrew Ferguson, Principal, Sustainable Development Strategies, Audits and Studies. Department of the Environment: Michael Keenan, Assistant Deputy Minister, Strategic Policy Branch; Jim Abraham, Director General, Weather and Environmental Monitoring; Dan Wicklum, Director General, Water Science and Technology; Sue Milburn-Hopwood, Director General, Environmental Protection Operations. Department of Fisheries and Oceans: Jody Thomas, Deputy Commissioner, Operations, Canadian Coast Guard. Department of Transport: Gerard McDonald, Assistant Deputy Minister, Safety and Security.

Pursuant to Standing Order 32(5), the Committee commenced consideration of the Fall 2010 report of the Commissioner of the Environment and Sustainable Development, referred to the Committee on Tuesday, December 7, 2010.

Scott Vaughan, Gerard McDonald, Jody Thomas and Michael Keenan made statements and, with Jim McKenzie, Dan Wicklum, Andrew Ferguson and Sue Milburn-Hopwood, answered questions.

At 5:42 p.m., the Committee adjourned to the call of the Chair.
