The Standing Committee on Aboriginal Affairs and Northern Development met at 8:51 a.m. this day, in Room C-160, 1 Wellington Street, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Jean Crowder, Earl Dreeshen, Marc Lemay, Yvon Lévesque, Hon. Anita Neville, LaVar Payne, Greg Rickford, Todd Norman Russell, Bruce Stanton and John Weston.

 

In attendance: Library of Parliament: Odette Madore, Analyst; Shauna Troniak, Analyst.

 

Witnesses: House of Commons: Dennis Bevington, Western Arctic; Kelly Block, Saskatoon—Rosetown—Biggar.

 
Pursuant to the Order of Reference of Wednesday, February 16, 2011, the Committee commenced consideration of Bill C-530, An Act to amend the Northwest Territories Act (borrowing limits).
 

Dennis Bevington made a statement and answered questions.

 

At 9:38 a.m., the sitting was suspended.

At 9:41 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Wednesday, March 2, 2011, the Committee commenced consideration of Bill C-575, An Act respecting the accountability and enhanced financial transparency of elected officials of First Nations communities.
 

Kelly Block made a statement and answered questions.

 

At 10:23 a.m., the sitting was suspended.

At 10:24 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure which reads as follows:

Your Subcommittee recommends:

That the Committee meet with the First Nations Land Advisory Board during the Spring of 2011.

That the Hon. John Duncan, P.C., M.P, Minister of Indian and Northern Affairs Canada, be invited to appear before the Committee as part of its study on the Main Estimates on April 14, 2011.

That the members of the Committee submit their witness lists for the study of Bill C-575 by Thursday, March 17, 2011 and that those lists be considered at the next Subcommittee meeting on Monday, March 21, 2011.

That the Committee hire translators and transcribers to continue the pilot project allowing for the transcription, simultaneous translation and electronic preview of changes to the draft reports on the study on First Nations Child and Family Services and the study on the Specific Claims Tribunal Process; and that the proposed budget of $2,720 be adopted.

 

It was agreed, — That the report be adopted.

 

It was agreed, — That the Standing Committee on Aboriginal Affairs and Northern Development ask the Minister of Public Safety to appear before the Committee to explain the planned cuts in the 2011–2012 Main Estimates regarding the First Nations community policing service agreements and the comprehensive review of the First Nations Policing Program.

 

At 10:42 a.m., the Committee adjourned to the call of the Chair.
