Vacancies

Mr. Ménard, Member for the Electoral District of Hochelaga, in the Province of Quebec, from his place in the House, gave notice of his intention to resign his seat as Member for the said Electoral District.

Accordingly, pursuant to paragraph 25(1)(a) of the Parliament of Canada Act, the Speaker will address a warrant to the Chief Electoral Officer for the issue of a new Writ of Election for the Electoral District of Hochelaga.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Finley (Minister of Human Resources and Skills Development), seconded by Mr. Hill (Leader of the Government in the House of Commons), Bill C-50, An Act to amend the Employment Insurance Act and to increase benefits, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Employment Insurance Act and to increase benefits”.


Presenting Reports from Interparliamentary Delegations
Pursuant to Standing Order 34(1), Mr. Kramp (Prince Edward—Hastings) presented the report of the Canada-China Legislative Association respecting the annual visit by the Co-Chairs of the Association to Beijing, Nanchang (Jiangxi Province), Guangzhou (Guangdong Province) and Shanghai, China, from March 12 to 22, 2009. — Sessional Paper No. 8565-402-68-02.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Plamondon (Bas-Richelieu—Nicolet—Bécancour), seconded by Mr. Lessard (Chambly—Borduas), moved, — That, in the opinion of the House, the government should as quickly as possible implement a genuine income support program for older workers who lost their job in order to ease their transition from active employment to pension benefits. Debate arose thereon.
