The House resumed consideration of the motion of Mr. Van Loan (Minister of Public Safety), seconded by Mr. O'Connor (Minister of State), — That Bill C-35, An Act to deter terrorism, and to amend the State Immunity Act, be now read a second time and referred to the Standing Committee on Public Safety and National Security.

The debate continued.

Private Members' Business

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Watson (Essex), seconded by Mr. Albrecht (Kitchener—Conestoga), moved, — That the Standing Committee on Human Resources, Skills and Social Development, and the Status of Persons with Disabilities be instructed to examine current federal support measures that are available to adoptive parents and their adopted children, recognizing and respecting provincial and territorial jurisdictions in this regard and, following completion of its study, report back to the House with its findings. (Private Members' Business M-386)

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.
