The Standing Committee on Transport, Infrastructure and Communities met at 3:31 p.m. this day, in Room 209, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Dennis Bevington, Lois Brown, Sukh Dhaliwal, Roger Gaudet, Candice Hoeppner, Brian Jean, Mario Laframboise, Colin Mayes, Merv Tweed, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Hon. Gerry Byrne for Gerard Kennedy and Dean Del Mastro for Candice Hoeppner.

 

Other Members present: Jim Maloway.

 

In attendance: Library of Parliament: Allison Padova, Analyst; David Johansen, Analyst.

 

Witnesses: Jim Maloway, M.P., Elmwood—Transcona. National Airlines Council of Canada: Brigitte Hébert, Director; George Petsikas, President.

 
Pursuant to the Order of Reference of Wednesday, May 13, 2009, the Committee commenced consideration of Bill C-310, An Act to Provide Certain Rights to Air Passengers.
 

Jim Maloway, M.P. (Elmwood—Transcona), made a statement and answered questions.

 

At 4:29 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

George Petsikas and Brigitte Hébert made statements and answered questions.

 

At 5:27 p.m., the sitting was suspended.

 

At 5:30 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

1. That Canada Post and Purolator be invited to appear at separate meetings in relation to the Committee’s study of the management and operations of Canada Post;

2. That NAV CANADA be invited to appear to update the Committee with respect to airport traffic services, including the deferral of its Review to the fall of 2010;

3. That the Committee adopt Dennis Bevington’s motion of October 6, 2009, which reads as follows: "That the Standing Committee on Transport, Infrastructure and Communities engage in a study of Transport Canada’s enforcement of air safety regulations and implementation of safety management systems for the aviation industry, and report the results of the study to the House of Commons.";

4. That the Committee hold a meeting on the air safety study on November 30, 2009, and invite officials from Transport Canada, followed by representatives of both the pilots’ association and those licensed to do maintenance inspections;

5. That the Analyst prepare a proposed work plan and suggested witnesses for the continuing study of High Speed Rail, and that any further witness suggestions be submitted to the Chair or to the Clerk;

6. That the Committee invite delegates from the High Speed Rail Conference to appear on Wednesday, November 4, 2009 (or November 3 if necessary), and that consequently, clause-by-clause consideration of Bill C-37, An Act to amend the National Capital Act and other Acts, be postponed to November 18, 2009.

 

It was agreed, — That the deadline for amendments to Bill C-37 be postponed to November 11, 2009.

 

On motion of Joseph Volpe, it was agreed, — That the report of the Subcommittee be concurred in.

 

At 5:35 p.m., the Committee proceeded to sit in public.

 

At 5:36 p.m., the Committee adjourned to the call of the Chair.
