The Standing Committee on Natural Resources met at 3:33 p.m. this day, in Room 371, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Mike Allen, David Anderson, Leon Benoit, Paule Brunelle, Nathan Cullen, Russ Hiebert, Hon. Geoff Regan, Devinder Shory, Alan Tonks and Brad Trost.

 

Acting Members present: Scott Andrews for Hon. Navdeep Bains, France Bonsant for Claude Guimond and Sukh Dhaliwal for Alan Tonks.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Mohamed Zakzouk, Analyst. House of Commons: Wayne Cole, Legislative Clerk; Lucie Tardif-Carpentier, Legislative Clerk.

 

Witnesses: Department of Natural Resources: Dave McCauley, Director, Uranium and Radioactive Waste Division, Electricity Resources Branch; Jacques Hénault, Analyst, Nuclear Liability and Emergency Preparedness. Department of Justice: Brenda MacKenzie, Senior Legislative Counsel, Advisory and Development Services Section.

 
Pursuant to the Order of Reference of Monday, June 1, 2009, the Committee resumed consideration of Bill C-20, An Act respecting civil liability and compensation for damage in case of a nuclear incident.
 

David Anderson moved, — That the Committee report Bill C-20 to the House no later than December 10, 2009.

Debate arose thereon.

At 3:52 p.m., the sitting was suspended.

At 4:09 p.m., the sitting resumed.

By unanimous consent, the motion was allowed to stand.

 

The Committee resumed its clause-by-clause study of the Bill.

 

On motion of David Anderson, it was agreed - That the Committee stand clauses 18-21 inclusive; that it proceed to consider NDP-6 to Clause 22; that, following consideration of NDP-6, further consideration of Clause 22 be stood; and that the Committee proceed to the consideration of those clauses for which no amendments have been submitted.

 

On Clause 22,

Nathan Cullen moved, — That Bill C-20, in Clause 22, be amended by adding after line 15 on page 7 the following:

“(a.1) changes in the nuclear liability standards in other jurisdictions;”

 

After debate, by unanimous consent, the amendment was withdrawn.

 
David Anderson moved, — That Bill C-20, in Clause 22, be amended by replacing line 16 on page 7 with the following:

“(b) financial security requirements and nuclear liability limits in other countries and under”

 

After debate, the question was put on the amendment of David Anderson and it was agreed to.

 

By unanimous consent, further consideration of Clause 22 as amended, was allowed to stand.

 

By unanimous consent, consideration of Clause 18 was resumed.

 

Clause 18 carried.

 

Clause 19 carried.

 

After debate, Clause 20 carried on division.

 

By unanimous consent, Clause 21 was allowed to stand.
