The Standing Committee on National Defence met at 3:52 p.m. this day, in Room 362, East Block, the Chair, Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Steven Blaney, Ray Boughen, Cheryl Gallant, Jack Harris, Laurie Hawn, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Hon. Larry Bagnell for Hon. Anita Neville and Martha Hall Findlay for Hon. Denis Coderre.

 

In attendance: Library of Parliament: Wolfgang Koerner, Analyst.

 

Witnesses: University of Montreal: Suzanne Lalonde, Professor, Faculty of Law. As an individual: Col (Retired) Pierre Leblanc, Canadian Forces Northern Area. Department of National Defence: VAdm D. McFadden, Commander, Canada Command. Department of Foreign Affairs and International Trade: Alan H. Kessel, Legal Adviser; John Hannaford, Deputy Legal Adviser and Director General, Bureau of Legal Affairs; Paul Gibbard, Director, Aboriginal and Circumpolar Affairs.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, February 23, 2009, the Committee resumed its study on Arctic sovereignty.
 

Col (Retired) Pierre Leblanc and Suzanne Lalonde made statements and answered questions.

 

At 4:43 p.m., the sitting was suspended.

At 4:50 p.m., the sitting resumed.

 

VAdm D. McFadden and Alan H. Kessel made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee sit on May 12, 2009 in order to meet a delegation of parliamentarians from Pakistan.

 

At 5:44 p.m., the Committee adjourned to the call of the Chair.
