The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 308, West Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Hon. Ujjal Dosanjh, Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Réal Ménard, Rick Norlock, Daniel Petit, Brent Rathgeber and Brian Storseth.

 

Acting Members present: Hon. Larry Bagnell for Brian Murphy, Libby Davies for Joe Comartin and Mark Warawa for Rob Moore.

 

Associate Members present: Megan Leslie.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Vancouver Area Network of Drug Users: Hugh Lampkin, Vice-President; Ann Livingston, Executive Director. Vancouver Island Compassion Society and Canadians for Safe Access: Philippe Lucas, Executive Director. As an individual: Eugene Oscapella, Barrister and Solicitor , Lecturer in Criminology, University of Ottawa. Law Enforcement Against Prohibition (LEAP): Jerome Paradis, Member, Board of Directors. Toronto Drug Strategy Implementation Panel: Gord Perks, Chair, Councillor, Toronto City Council. Break the Chains: Deborah Small, Executive Director. Beyond Prohibition Foundation: Kirk Tousaw.

 
Pursuant to the Order of Reference of Friday, March 27, 2009, the Committee resumed consideration of Bill C-15, An Act to amend the Controlled Drugs and Substances Act and to make related and consequential amendments to other Acts.
 

The witnesses made statements and answered questions.

 

At 5:14 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, concerning Bill C-15, An Act to amend the Controlled Drugs and Substances Act and to make related and consequential amendments to other Acts, the Committee hold two (2) additional meetings in order to hear further witnesses and a third meeting on clause-by-clause.

 

At 5:41 p.m., the Committee adjourned to the call of the Chair.
