The Standing Committee on Finance met in a televised session at 9:01 a.m. this day, in Room 253-D, Centre Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Hon. Maxime Bernier, Robert Carrier, Bob Dechert, Daryl Kramp, Jean-Yves Laforest, Hon. John McCallum, Hon. John McKay, Ted Menzies, Thomas J. Mulcair, Massimo Pacetti, James Rajotte and Mike Wallace.

 

Acting Members present: Martha Hall Findlay for Hon. John McCallum and Martha Hall Findlay for Massimo Pacetti.

 

In attendance: Library of Parliament: Philippe Bergevin, Analyst; Mark Mahabir, Analyst.

 

Witnesses: Bank of Canada: Mark Carney, Governor; Paul Jenkins, Senior Deputy Governor.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the Economic Situation in Canada.
 

Mark Carney made a statement and, with Paul Jenkins, answered questions.

 

At 9:58 a.m., the sitting was suspended.

At 10:02 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jean-Yves Laforest moved, — That the Finance Committee consult stakeholders regarding the Canada Revenue Agency’s decision to modify the tax treatment of postdoctoral trainees and self-employed workers in computer science; and

That, one meeting be held to hear from officials from the Department of Finance and the Canada Revenue Agency, one representative from the Postdoctoral Fellows Association and one representative from self-employed workers in computer science.

 

After debate, by unanimous consent, the motion was withdrawn.

 

Massimo Pacetti moved, — That to avoid future misunderstandings, so the committee can increase the effiency of our work, the routine proceedings of the Finance Committee regarding the order of speakers should be clarified to read as follows:
