The Standing Committee on Finance met in a televised session at 8:59 a.m. this day, in Room 253-D, Centre Block, the Chair, James Rajotte, presiding.

Members of the Committee present: Hon. Maxime Bernier, Robert Carrier, Bob Dechert, Daryl Kramp, Jean-Yves Laforest, Hon. John McCallum, Hon. John McKay, Ted Menzies, Thomas J. Mulcair, Massimo Pacetti, James Rajotte and Mike Wallace.

Acting Members present: Meili Faille for Jean-Yves Laforest.

In attendance: Library of Parliament: Philippe Bergevin, Analyst ; Mark Mahabir, Analyst.

Witnesses: Rotman International Centre for Pension Management: Keith P. Ambachtsheer, Director. Office of the Superintendent of Financial Institutions Canada: Jean Claude Ménard, Chief Actuary. Canada Pension Plan Investment Board: Donald M. Raymond, Senior Vice-President, Public Market Investments; Benita M. Warmbold, Chief Operating Officer and Senior Vice-President. Canadian Chamber of Commerce: Shirley-Ann George, Senior Vice President, Policy; Serge Pharand, Vice-President and Corporate Comptroller, Canadian National. Communications, Energy and Paperworkers Union of Canada: Renaud Gagné, Vice-President, Quebec; Germain Auclair, Member of the Retirement Committee, Smurfit Stone.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 5, 2009, the Committee resumed its study on measures to enhance credit availability and the stability of the Canadian financial system.

Keith P. Ambachtsheer, Jean-Claude Ménard, Donald M.Raymond, Benita M. Warmbold, Shirley-Ann George, Renaud Gagné and Germain Auclair made statements and, with Serge Pharand, answered questions.

At 10:56 a.m., the Committee adjourned to the call of the Chair.
