The Standing Committee on Access to Information, Privacy and Ethics met at 9:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Patricia Davidson, Bob Dechert, Luc Desnoyers, Carole Freeman, Pierre Poilievre, Greg Rickford, Bill Siksay, Michelle Simson, Paul Szabo and Borys Wrzesnewskyj.

 

Acting Members present: Dean Del Mastro for Kelly Block.

 

In attendance: Library of Parliament: Alysia Davies, Analyst; Élise Hurtubise-Loranger, Analyst.

 
Pursuant to Standing Order 108(2), the Committee commenced its study on the government response to the 11th report.
 

It was agreed, — That the motion of Pat Martin previously moved on Tuesday, November 3, 2009, be considered.

The motion read as follows:

That the Committee report to the House its profound disappointment with the response of the Minister of Justice to its 11th report entitled ‘The Access to Information Act: First steps towards renewal’.

Debat arose thereon.

 

Carole Freeman moved, — That the motion be amended by adding after the words “First steps towards renewal” the following: “and that the Committee recommend to the government that it introduce in the House, no later than March 30, 2010, a new Access to Information Act that would reflect the Committee’s proceedings and recommendations”.

Debate arose thereon.

 

Michelle Simson moved, — That the amendment be amended by adding after the word “Committee’s proceedings and recommendations,” the following: “and that the Minister be invited to reappear before the Committee before November 30, 2009.”.

Debate arose thereon.

 

Patricia Davidson took the Chair.

 

After debate, the question was put on the subamendment and the result of the vote was announced: YEAS: Luc Desnoyers, Carole Freeman, Bill Siksay, Michelle Simson, Borys Wrzesnewskyj — 5; NAYS: Patricia Davidson, Bob Dechert, Dean Del Mastro, Pierre Poilievre, Greg Rickford — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the subamendment was agreed to.

 

After debate, the question was put on the amendment, as amended, and the result of the vote was announced: YEAS: Luc Desnoyers, Carole Freeman, Bill Siksay, Michelle Simson, Borys Wrzesnewskyj — 5; NAYS: Patricia Davidson, Bob Dechert, Dean Del Mastro, Pierre Poilievre, Greg Rickford — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the amendment, as amended, was agreed to.
