The Standing Committee on Transport, Infrastructure and Communities met at 9:07 a.m. this day, in Room 269, West Block, the Chair, Mervin Tweed, presiding.

 

Members of the Committee present: Don H. Bell, Robert Carrier, Ed Fast, Brian Jean, John Maloney, Brian Masse, Bev Shipley, Mervin Tweed, Jeff Watson and Paul Zed.

 

Acting Members present: Roger Valley for Hon. Joseph Volpe.

 

In attendance: House of Commons: Marc Toupin, Legislative Clerk. Library of Parliament: John Christopher, Analyst.

 

Witnesses: Department of Transport: Helena Borges, Director General, Surface Transportation Policy; Alain Langlois, Legal Counsel, Legal Services.

 
Pursuant to the Order of Reference of Monday, October 29, 2007, the Committee resumed consideration of Bill C-8, An Act to amend the Canada Transportation Act (railway transportation).
 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

Clause 2 carried.

 

On Clause 3,

Brian Jean moved, — That Bill C-8, in Clause 3, be amended by adding after line 33 on page 2 the following:

(7) For greater certainty, this section does not apply to rates for the movement of traffic.

 

After debate, the question was put on the amendment of Brian Jean and it was agreed to.

 

Clause 3, as amended, carried.

 

Clause 4 carried.

 

Clause 5 carried.

 

Clause 6 carried.

 

On Clause 7,

Robert Carrier moved, — That Bill C-8, in Clause 7, be amended by replacing line 5 on page 5 with the following:

“which apply equally to all of them.”

 

After debate, the question was put on the amendment of Robert Carrier and it was negatived, by a show of hands: YEAS: 1; NAYS: 8.

 

Clause 7 carried.

 

Clause 8 carried.

 

Clause 9 carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-8, as amended, be reprinted for the use of the House at report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
