The Standing Committee on Public Safety and National Security met at 3:28 p.m. this day, in Room 209, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Garry Breitkreuz, Bonnie Brown, Gord Brown, Hon. Roy Cullen, Hon. Ujjal Dosanjh, Dave MacKenzie, Colin Mayes, Serge Ménard, Rick Norlock, Penny Priddy and Ève-Mary Thaï Thi Lac.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Sonya Norris, Analyst; Philip Rosen, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business in camera.
 

It was agreed on division, — That the Committee immediately proceed to the consideration of a motion by Serge Ménard in public.

 

At 3:33 p.m., the sitting was suspended.

At 3:33 p.m., the sitting resumed in public.

 

Serge Ménard moved, — That the Standing Committee on Public Safety and National Security consider and report to the House of Commons on the security issues raised by the relationship of the former Minister of Foreign Affairs had with a person with ties to organized crime, by inviting witnesses to appear, including: Prime Minister Stephen Harper, Maxime Bernier, Julie Couillard, the Privy Council officials responsible for appointments and the RCMP officials responsible for security screenings, the Minister of Public Safety and Michel Juneau-Katsuya.

 

Ève-Mary Thaï Thi Lac moved, — That the motion be amended by adding at the end of the motion: “and that this study begin on June 10, 2008, and continue on the 16, 17 and 18 of June, and that the meetings be held from 3:30 p.m. to 5:30 p.m.”.

 

After debate, the question was put on the amendment of Ève-Mary Thaï Thi Lac and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

The motion, as amended, read as follows:

That the Standing Committee on Public Safety and National Security consider and report to the House of Commons on the security issues raised by the relationship of the former Minister of Foreign Affairs had with a person with ties to organized crime, by inviting witnesses to appear, including: Prime Minister Stephen Harper, Maxime Bernier, Julie Couillard, the Privy Council officials responsible for appointments and the RCMP officials responsible for security screenings, the Minister of Public Safety and Michel Juneau-Katsuya and that this study begin on June 10, 2008, and continue on the 16, 17 and 18 of June, and that the meetings be held from 3:30 p.m. to 5:30 p.m..

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

At 3:59 p.m., the sitting was suspended.

At 4:00 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 11, 2007, the Committee resumed its study of the Taser.
 

The Committee proceeded to give instructions to the Analysts for the drafting of a report on the Taser study

 

It was agreed, — That in the context of its study on the security issues raised by the former Minister of Foreign Affairs, the Committee hear Michel Juneau-Katsuya and of the Royal Canadian Mounted Police officials responsible for security screenings on June 10, 2008.

 

At 5:38 p.m., the Committee adjourned to the call of the Chair.
