The Standing Committee on Procedure and House Affairs met by videoconference at 11:30 a.m. this day, in Room 237-C, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Charlie Angus for Yvon Godin, Louis Plamondon for Pauline Picard and Pablo Rodriguez for Hon. Karen Redman.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Sebastian Spano, Analyst.

 

Witnesses: Canadian Coalition for Democracies: Naresh Raghubeer, Executive Director. Canadian Federation of Students: Ian Boyko, Government Relations Coordinator. Pursuant to the Order of Reference of Friday, November 16, 2007, the Committee resumed consideration of Bill C-18, An Act to amend the Canada Elections Act (verification of residence).
 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, immediately following the witnesses' appearance, the Committee proceed to clause-by-clause consideration of Bill C-18, An Act to amend the Canada Elections Act (verification of residence); that, immediately following clause-by-clause consideration, the Committee proceed to the consideration of the First Report of the Subcommittee on Private Members' Business; and, that the meeting be extended until 1:30 p.m.

 
Pursuant to the Order of Reference of Friday, November 16, 2007, the Committee resumed consideration of Bill C-18, An Act to amend the Canada Elections Act (verification of residence).
 

The witnesses made statements and answered questions.

 

At 12:14 p.m., the sitting was suspended.

At 12:17 p.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

On Clause 2,

Charlie Angus moved, — That Bill C-18, in Clause 2, be amended by replacing lines 1 to 17 on page 2 with the following:

“(b) provides as proof of his or her identity and residence a sworn statement in the prescribed form, which shall be made available at all polling places and may be administered by the local deputy returning officer.”

 

The question was put on the amendment of Charlie Angus and it was negatived on the following recorded division: YEAS: Charlie Angus — 1; NAYS: Michel Guimond, Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Karen Redman, Scott Reid — 9.

 

Clause 2 carried.

 

On Clause 3,

Charlie Angus moved, — That Bill C-18, in Clause 3, be amended by replacing lines 26 to 42 on page 2 with the following:

“(b) provides as proof of his or her identity and residence a sworn declaration in a prescribed form, which is present at all polling places and may be administered by the local deputy returning officer.”

 

The question was put on the amendment of Charlie Angus and it was negatived on the following recorded division: YEAS: Charlie Angus — 1; NAYS: Michel Guimond, Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Karen Redman, Scott Reid, Lucienne Robillard — 10.

 

Clause 3 carried.

 

On Clause 4,

Charlie Angus moved, — That Bill C-18, in Clause 4, be amended by replacing lines 20 to 36 on page 3 with the following:

“(b) provides as proof of his or her identity and residence a sworn declaration in a prescribed form, which is present at all polling places and may be administered by the local deputy returning officer.”

 

The question was put on the amendment of Charlie Angus and it was negatived on the following recorded division: YEAS: Charlie Angus — 1; NAYS: Michel Guimond, Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Karen Redman, Scott Reid, Lucienne Robillard — 10.

ORDERED, — That the Chair report the Bill to the House.

 
Pursuant to Standing Order 92(2), the Committee commenced consideration of matters relating to Private Members' Business regarding Bill C-482, An Act to amend the Official Languages Act (Charter of the French Language) and to make consequential amendments to other Acts.
 

The Committee resumed consideration of the First Report from the Subcommittee on Private Members' Business presented on Thursday, December 6, 2007, which read as follows:

Pursuant to Standing Order 92(1)(a), the Subcommittee has agreed that Bill C-482, An Act to amend the Official Languages Act (Charter of the French Language) and to make consequential amendments to other Acts, should be designated as non-votable, on the basis that it contravenes the criterion that Bills and motions must not clearly violate the Constitution Acts, 1867 to 1982, including the Canadian Charter of Rights and Freedoms.

 

The witnesses made statements and answered questions.

 

At 1:40 p.m., the Committee adjourned to the call of the Chair.
