The Standing Committee on Government Operations and Estimates met at 9:04 this day, in Room 209, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Charlie Angus, Diane Bourgeois, Patrick Brown, Meili Faille, Raymonde Folco, Mark Holland, Daryl Kramp, Hon. Diane Marleau, James Moore, Mario Silva and Chris Warkentin.

 

Acting Members present: Omar Alghabra for Mario Silva and Dean Del Mastro for Daryl Kramp.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

 

Witnesses: Interdepartmental Compensation Consultants Committee: Jill Ronan, Chair; Diane Melançon, Co-Chair; Michael Brandimore. Public Service Alliance of Canada: Patty Ducharme, National Executive Vice-President; David Orfald, Director of Planning and Organizational Development.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of the Federal Employee Compensation Delivery System.
 

Michael Brandimore, Diane Melançon, Jill Ronan and Patty Ducharme made statements and answered questions.

 

On motion of Diane Bourgeois, it was agreed, — That Nicole Jauvin and Monique Boudrias, respectively President and Executive Vice-President of Canada Public Service Agency, be invited to appear in relation to the Federal Employee Compensation Delivery System.

 

At 10:19 , the sitting was suspended.

At 10:22 , the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Mark Holland moved, — That the Committee look into whether the unprecedented decision taken by the former Treasury Board President during the 2006 municipal election to withhold $200 million in federal funding for a light rail transit project in Ottawa constituted political interference in a municipal matter; and,

That the Committee hold one meeting to hear witnesses including the former Treasury Board President (now Environment Minister) John Baird, Transport and Infrastructure Minister Lawrence Cannon, Treasury Board Parliamentary Secretary Pierre Poilievre, parties to the agreement between Siemens Canada, PCL Constructors Canada Incorporated and the City of Ottawa, and current and former federal and municipal officials and elected representatives familiar with issues surrounding federal funding for this project .

 

Raymonde Folco moved, — That the motion be amended by replacing all the words after “including” with the words “Wayne Wouters, Secretary of the Treasury Board; Christa C. Wessel, General Legal Counsel, Siemens Canada Limited; Kent Kirkpatrick, City Manager,City of Ottawa; Rick O’Connor, City Solicitor, City of Ottawa; Réjean Chartrand, former Director of Economic Development and Strategic Projects, City of Ottawa ”.

Debate arose thereon.

 

The question was put on the amendment of Raymonde Folco and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended, read as follows:

That the Committee hold one meeting to hear witnesses including:
