The Standing Committee on Industry, Science and Technology met at 11:38 a.m. this day, in Room 308, West Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: André Arthur, Paule Brunelle, Colin Carrie, Hon. Dan McTeague, Peggy Nash, James Rajotte, Bruce Stanton, Dave Van Kesteren and Robert Vincent.

 

Acting Members present: Paul Crête for Paule Brunelle, Hon. Roy Cullen for Hon. Raymond Simard, Rodger Cuzner for Hon. Mark Eyking and Mario Silva for Hon. Scott Brison.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Eleanor Fast, Analyst; Mark Mahabir, Analyst.

 

Witnesses: Business Development Bank of Canada: Jacques Simoneau, Exectutive Vice-President, Investments. National Angel Organization: W. Daniel Mothersill, President; Andrew Wilkes, Chairman, Board of Directors. Precarn Incorporated: Paul Johnston, President and Chief Executive Officer. VenGrowth Asset Management Inc.: Jay Heller, General Partner.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 7, 2008, the Committee resumed its study of Canadian Science and Technology.
 

W. Daniel Mothersill, Andrew Wilkes, Jay Heller, and Jacques Simoneau made statements and, with Paul Johnston, answered questions.

 

At 1:01 p.m., the sitting was suspended.

At 1:03 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Mario Silva moved, — That the Minister of Labour and Minister of the Economic Development Agency of Canada for the Regions of Quebec, the Honourable Jean-Pierre Blackburn, be invited to appear before the Standing Committee on Industry, Science and Technology concerning the policy on financial assistance from the Economic Development Agency of Canada for the Regions of Quebec to non-profit organizations.

 

The Chair ruled the proposed motion inadmissible as proper notice was not given to members of the Committee as provided in the motion adopted by the Committee.

 

By unanimous consent, the debate on the motion resumed.

 

On motion of Dan McTeague, it was agreed, — That the Committee proceed to sit in camera.

 

At 1:05 p.m., the sitting was suspended.

At 1:09 p.m., the sitting resumed in camera.

 

On motion of Paul Crête, it was agreed, — That the Committee proceed to sit in public.

 

At 1:25 p.m., the Committee resumed sitting in public.

 

Colin Carrie moved, — That the motion of Mario Silva be amended by adding after the word “Technology ” the following: “when the Committee resumes in the fall”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Colin Carrie and it was agreed to on the following recorded division: YEAS: André Arthur, Colin Carrie, Roy Cullen, Rodger Cuzner, Dan McTeague, Bruce Stanton, Dave Van Kesteren — 7; NAYS: Paul Crête, Peggy Nash, Robert Vincent — 3.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Minister of Labour and Minister of the Economic Development Agency of Canada for the Regions of Quebec, the Honourable Jean-Pierre Blackburn, be invited to appear before the Standing Committee on Industry, Science and Technology, when the Committee resumes in the fall concerning the policy on financial assistance from the Economic Development Agency of Canada for the Regions of Quebec to non-profit organizations.

 

At 1:31 p.m., the Committee adjourned to the call of the Chair.
