The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:07 a.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Rodger Cuzner, Ruby Dhalla, Mike Lake, Yves Lessard, Michael Savage, Hon. Judy Sgro and Lynne Yelich.

 

Acting Members present: Denis Lebel for Jacques Gourde and Denise Savoie for Tony Martin.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Yves Lessard, — That the Committee recommend to the government, in view of the serious crisis in the forestry and manufacturing sectors, that it implement without delay an improved assistance plan for the forestry and manufacturing sectors, including $1.5 billion in support measures for workers affected by the crisis, including $60 million for an income support program for senior workers and a $1.44 billion reserve for the employment insurance fund to be placed in a special fund until an independent fund is created; and that the adoption of this motion be reported to the House at the earliest opportunity; and the amendment of Michael Savage, — That the motion be amended by adding after the words “in view of the serious crisis in the forestry and manufacturing sectors” the following: “and the inadequate response of the government to date” and by deleting the words “including $1.5 billion in support measures for workers affected by the crisis, including $60 million for an income support program for senior workers and a $1.44 billion reserve for the employment insurance fund to be placed in a special fund until an independent fund is created”; and the subamendment of Mike Lake, — That the amendment be amended by replacing the words “and the inadequate response of the government to date” with the words “and 13 years of inaction by the previous Liberal government, under whose leadership we probably still would not have a softwood lumber agreement” and by deleting the word “improved”.

The debate continued.

 

By unanimous consent, the subamendment was withdrawn.

 

By unanimous consent, it was agreed, — That the amendment be amended by deleting the words “and the inadequate response of the government to date”.

 

By unanimous consent, it was agreed, — That the amendment be adopted.

 

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: France Bonsant, Rodger Cuzner, Ruby Dhalla, Yves Lessard, Michael Savage, Denise Savoie, Judy Sgro — 7; NAYS: Mike Lake, Lynne Yelich — 2.

 

The motion, as amended, read as follows:

That the Committee recommend to the government, in view of the serious crisis in the forestry and manufacturing sectors, that it implement without delay an improved assistance plan for the forestry and manufacturing sectors, and that the adoption of this motion be reported to the House at the earliest opportunity.

 

At 9:16 a.m., the sitting was suspended.

At 9:22 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 26, 2007, the Committee resumed its study of Employability in Canada.
 

The Committee resumed consideration of a draft report.
