The Standing Committee on Finance met in camera at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Paul Crête, Dean Del Mastro, Rick Dykstra, Hon. John McCallum, Hon. John McKay, Ted Menzies, Rob Merrifield, Thomas J. Mulcair, Massimo Pacetti, Thierry St-Cyr, Hon. Garth Turner and Mike Wallace.

 

Acting Members present: Robert Bouchard for Paul Crête and Randy Kamp for Rick Dykstra.

 

In attendance: Library of Parliament: Alexandre Laurin, Analyst. House of Commons: Catherine Cuerrier, Committee Clerk.

 

Witnesses: Department of Finance: Coleen Volk, Assistant Deputy Minister, Corporate Services Branch; Paul Rochon, Assistant Deputy Minister, Economic and Fiscal Policy Branch; Brian Ernewein, General Director, Tax Legislation Division, Tax Policy Branch; Louise Levonian, General Director, Senior Assistant Deputy Minister's Office, Tax Policy Branch; Serge Dupont, Assistant Deputy Minister, Financial Sector Policy Branch. Canada Revenue Agency: Richard Case, Director, Resource Analysis and Coordination Division, Finance and Administration Branch; James Ralston, Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch. Financial Transactions and Reports Analysis Centre of Canada: Barbara Jordan, Deputy Director, Strategies and Partnership.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That for the pre-budget consultations, the Committee travel to Victoria, Calgary, Halifax and Montreal from December 3 to 7, 2007; and that the hearings begin in the West and end in the East.

 

It was agreed, — That, in relation to pre-budget consultations, the proposed travel budget in the amount of $179,393 be adopted and that the Chair present the said budget to the Board of Internal Economy.

 

At 3:58 p.m., the sitting was suspended.

At 4:00 p.m., the sitting resumed in televised session.

 

It was agreed, — That the Committee hold an additional meeting on Wednesday, November 21, 2007 on the subject of the impact of the appreciation in the relative value of the Canadian dollar.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) for the fiscal year ending March 31, 2008: Vote 1a under CANADA REVENUE AGENCY and Votes 1a, L10a and 25a under FINANCE referred to the Committee on Tuesday, October 30, 2007.
 

Coleen Volk and James Rolston made statements and, with the other witnesses, answered questions.

 

At 5:24 p.m., the Committee adjourned to the call of the Chair.
