The Standing Committee on Foreign Affairs and International Development met in camera at 3:41 p.m. this day, in Room 308, West Block, the Vice-Chair, Bernard Patry, presiding.

 

Members of the Committee present: Vivian Barbot, Johanne Deschamps, Paul Dewar, Peter Goldring, Wajid Khan, Denis Lebel, Hon. Keith Martin, Deepak Obhrai, Bernard Patry, Hon. Bob Rae and Kevin Sorenson.

 

Acting Members present: Borys Wrzesnewskyj for Hon. Raymond Chan.

 

In attendance: Library of Parliament: Robert Dufresne, Analyst; James Lee, Analyst; Gerald Schmitz, Principal; Natalie Mychajlyszyn, Analyst; Marcus Pistor, Analyst. Department of Public Works and Government Services: Annik Boutin, Senior Translator and Language Advisor.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 20, 2007, the Committee resumed its study of Canada's mission in Afghanistan.
 

The Committee resumed consideration of a draft report.

 

At 3.53 p.m., Kevin Sorenson took the Chair.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Committee on April 3, 2008, the Committee proceeded to a briefing on Omar Khadr to explain why experts and his lawyers are calling for all accusations against him to be dismissed.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report be adopted as a Report to the House and that the Chair or his/her designate present it.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 108(1)(a), the Committee authorize the printing of brief dissenting and / or supplementary opinions as appendices to this report immediately after the signature of the Chair, that the opinions be submitted electronically to the Clerk of the Committee, in both official languages.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee report to the House of Commons the potential breach of privilege resulting from the release of information contained in a confidential draft report, prior to its presentation to the House.

 

It was agreed, — That, the Committee report to the House that it recommends that at any time the House stands adjourned during June and July 2008, and the Committee has a report ready, the said report may be deposited with the Clerk of the House and shall thereupon be deemed to have been presented to the House.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
