The Standing Committee on Transport, Infrastructure and Communities met at 3:32 p.m. this day, in Room 209, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Don H. Bell, Robert Carrier, Ed Fast, Brian Jean, Peter Julian, Mario Laframboise, Brian Storseth, Merv Tweed, Hon. Joseph Volpe and Jeff Watson.

 

Acting Members present: Hon. Roy Cullen for Hon. Mauril Bélanger and Lui Temelkovski for Hon. Joseph Volpe.

 

In attendance: Library of Parliament: John Christopher, Analyst; Allison Padova, Analyst.

 

Witnesses: Canadian National: Keith E. Creel, Senior Vice-President, Eastern Region; Peter Marshall, Senior Vice-President, Western Region; Jim Vena, Vice-President, Opérations, Eastern Region.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 31, 2006, the Committee resumed its study of Rail Safety.
 

Keith E. Creel made a statement and, with the other witnesses, answered questions.

 

At 5:16 p.m., the sitting was suspended.

At 5:19 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Mario Laframboise, it was agreed, — That the Committee report to the House the following:

That the Committee recommends the Government impose a speed limit of 40 mph (64 km/h) for trains in the City of Montmagny until the final report of the Transportation Safety Board of Canada following the accident that occurred on January 7, 2007 is issued.

 

Ed Fast moved, — That the Committee resume consideration of the motion moved at the meeting on Wednesday, April 18, 2007.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Ed Fast, Brian Jean, Brian Storseth, Jeff Watson — 4; NAYS: Don H. Bell, Robert Carrier, Roy Cullen, Peter Julian, Mario Laframboise, Lui Temelkovski — 6.

 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure which read as follows:

The Subcommittee met on Monday, April 23, 2007 and agreed to make the following recommendations:

1. The Subcommittee recommends that the upcoming meetings of the Committee be structured as follows:

* Monday, April 30, 2007: Witnesses on rail safety;

* Wednesday, May 2, 2007: Last witnesses for C-6;

* Monday, May 7, 2007: Minister on Main Estimates;

*Wednesday, May 9, 2007: CPR and Transport Canada on rail safety.

2. The Subcommittee further recommends that proposed amendments for Bill C-6 submitted to the Clerk by Friday, May 11, 2007.

3. The Subcommittee further recommends that, in the context of its study on Bill C-6, clause-by-clause consideration of the Bill commence on Monday, May 14, 2007
