The Standing Committee on Public Safety and National Security met at 11:01 a.m. this day, in Room 209, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Garry Breitkreuz, Gord Brown, Hon. Raymond Chan, Joe Comartin, Hon. Roy Cullen, Laurie Hawn, Dave MacKenzie, Serge Ménard, Maria Mourani and Rick Norlock.

 

Associate Members present: Mike Wallace.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Philip Rosen, Principal. House of Commons: Mike MacPherson, Legislative Clerk.

 

Witnesses: Department of Public Safety: Karen Sallows, Director, Strategic Coordinator, Research and Evaluation Division. Royal Canadian Mounted Police: Ronald M. Fourney, Director, National Services and Research. Department of Justice Canada: Greg Yost, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Wednesday, November 22, 2006, the Committee resumed consideration of Bill C-279, An Act to amend the DNA Identification Act (establishment of indexes).
 

Karen Sallows made a statement and, with the other witnesses, answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed in camera.

 

It was agreed, — That the Committee proceed to clause-by-clause consideration of Bill C-279 today and that the Committee also prepare a report on the subject-matter of Bill C-279, pursuant to Standing Order 108(2).

 

At 12:17 p.m., the sitting was suspended.

At 12:18 p.m., the sitting resumed in public.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

Debate arose thereon.

 

Clause 1 was negatived.

 

Clause 2 was negatived.

 

Clause 3 was negatived.

 

Clause 4 was negatived.

 

Clause 5 was negatived.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

At 12:27 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of the subject-matter of Bill C-279, An Act to amend the DNA Identification Act (establishment of indexes).
 

The Committee gave drafting instructions to the analysts for a draft report.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee adopt the budget for travel to Laval, Quebec in the amount of $1,025 for a site visit on Thursday, May 10, 2007, to the Institut national de la recherche scientifique - Institut Armand-Frappier.

 

It was agreed, — That the Canadian Police Association, the Canadian Association of Chiefs of Police, Toronto Police Chief Bill Blair, the Commission for Public Complaints against the RCMP, Barry Swadron and Thomas Gabor be invited to appear before the Committee in relation to its study on the Review of the Witness Protection Program.

 

It was agreed, — That the Minister of Public Safety be invited to appear before the Committee in relation to the Main Estimates.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
