The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Jay Hill, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Ken Boshcoff for Marcel Proulx, Libby Davies for Yvon Godin, Ed Fast for Hon. Jay Hill, Jean-Yves Laforest for Michel Guimond, Mario Laframboise for Michel Guimond, Louis Plamondon for Michel Guimond, Louis Plamondon for Pauline Picard and Hon. Gerry Ritz for Scott Reid.

 

In attendance: Library of Parliament: James Robertson, Principal; Michel Bédard, Analyst.

 

Witnesses: House of Commons: Mario Silva, Davenport.

 
Pursuant to Standing Order 92, the Committee commenced consideration of matters relating to Private Members' Business regarding Bill C-415, An Act to amend the Canada Labour Code (replacement workers).
 

The witness made a statement and answered questions.

 

Louis Plamondon moved, — That we now proceed to adopt the Second Report of the Subcommittee on Private Members' Business.

 

The Chair ruled the motion out of order.

 

Whereupon, Michel Guimond appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned, by a show of hands: YEAS: 4; NAYS: 7.

 

After debate, by unanimous consent, the motion was withdrawn.

 

It was agreed, — That on Thursday, May 17, 2007, the Committee consider the Second Report of the Subcommittee on Private Members' Business.

 

At 1:47 p.m., the Committee adjourned to Thursday, May 17, 2007 at 11:00 a.m.
