The Standing Committee on National Defence met in camera at 9:05 a.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Robert Bouchard, John Cannis, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Laurie Hawn, Russ Hiebert and Hon. Joe McGuire.

 

Acting Members present: Dean Del Mastro for Steven Blaney.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 16, 2006, the Committee resumed its study of Canadian Forces in Afghanistan.
 

The Committee resumed consideration of a draft report.

 

At 10:39 a.m., the Committee proceeded to sit in public.

 

Laurie Hawn moved, — That, during the joint meeting of the Standing Committee on National Defence and the Standing Committee on Foreign Affairs and International Development on June 6, 2007, the ministers be each given seven minutes to make an opening statement; that during the questioning of witnesses the time allocated to each questioner be, on the first round of questioning, ten minutes to a representative of each party in the following order: Liberal, Bloc Québécois, NDP, Conservative; on a second round of questioning, five minutes per party beginning with the Liberal, Conservative, Bloc Québécois, Conservative, Liberal, Conservative and Liberal; and on a third round of questioning, five minutes per party beginning with the Conservative, Liberal, Conservative, Bloc Québécois, Conservative and NDP.

Debate arose thereon.

 

Dawn Black moved, — That the motion be amended by replacing the words “the ministers be each ” with the words “only the Minister of Foreign Affairs, the Minister of Public Safety and the Minister of National Defence each be”.

 

After debate, the question was put on the amendment of Dawn Black and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

At 11:06 a.m., the Committee adjourned to the call of the Chair.
