The Standing Committee on National Defence met in a televised session at 9:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Steven Blaney, Robert Bouchard, John Cannis, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Russ Hiebert and Hon. Keith Martin.

 

Acting Members present: Blaine Calkins for Laurie Hawn and Hon. Robert Thibault for Hon. Joe McGuire.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 

Witnesses: Queen's University: Douglas L. Bland, Chair, Defence Management Studies Program, School of Policy Studies. Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Wendy Loschiuk, Principal; Hugh McRoberts, Assistant Auditor General. As an individual: Alan Williams, former Assistant Deputy Minister (Materiel).

 
Pursuant to Standing Order 108(2) and the motion adopted Wednesday, December 13, 2006, the Committee resumed its study of the procurement process including the tendering process and the establishment of capability requirements.
 

Douglas Bland and Alan Williams made statements and answered questions.

 

At 10:06 a.m., the sitting was suspended.

At 10:08 a.m., the sitting resumed.

 

The Auditor General made a statement and, with Hugh McRoberts and Wendy Loschiuk, answered questions.

 

On motion of Denis Coderre, it was agreed, — That the Committee recommend that the Auditor General investigate the current military equipment procurement process and audit in particular the contracts (and invitations to tender) and selection criteria process of the five projects announced by the government, to wit: the acquisition of strategic airlift transport, the replacement of tactical transport aircraft, the purchase of trucks, the replacement of helicopters and the replacement of fixed-wing search and rescue aircraft.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
