The Standing Committee on Industry, Science and Technology met at 3:34 p.m. this day, in Room 308, West Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: André Arthur, Colin Carrie, Paul Crête, Susan Kadis, Hon. Jean C. Lapierre, Brian Masse, Hon. Dan McTeague, James Rajotte, Bev Shipley, Dave Van Kesteren and Robert Vincent.

 

Acting Members present: Claude Bachand for Robert Vincent and Anthony Rota for Hon. Belinda Stronach.

 

In attendance: Library of Parliament: Dan Shaw, Analyst; Lalita Acharya, Analyst.

 
Pursuant to Standing Order 108(2) and the motion agreed to by the Committee on Thursday, October 28, 2006, the Committee resumed its study of the policy direction to the CRTC.
 

Pursuant to the Committee’s order of Tuesday, October 24, 2006, resuming debate on the motion of Paul Crête,

— Pursuant to Standing Order 108(2), the Standing Committee on Industry, Science and Technology recommends that the government impose a moratorium on implementing instructions respecting telecommunications policies recommended to the CRTC to allow the Committee to hear more witnesses in order to make a more thorough study and subsequently present a report to the House on the impact of the deregulation, and that the adoption of this motion be presented to the House of Commons as soon as possible;

and on the amendment of Jean C. Lapierre,

— That the motion be amended by adding the words “no later than March 1, 2007” after the word “deregulation”.

 

After debate, the question was put on the amendment of Jean C. Lapierre and it was agreed to on the following recorded division: YEAS: Claude Bachand, Paul Crête, Susan Kadis, Jean C. Lapierre, Brian Masse, Dan McTeague, Anthony Rota — 7; NAYS: André Arthur, Colin Carrie, Bev Shipley, Dave Van Kesteren — 4.

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Paul Crête, Susan Kadis, Jean C. Lapierre, Brian Masse, Dan McTeague, Anthony Rota, Robert Vincent — 7; NAYS: André Arthur, Colin Carrie, Bev Shipley, Dave Van Kesteren — 4.

 

On motion of Colin Carrie, it was agreed, — That the Committee append to its report a dissenting opinion from the Conservative Party provided that it is no more than 2 pages in length and submitted electronically in both official languages to the Clerk of the Committee.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in camera.

 

At 4:20 p.m., the sitting was suspended.

At 4:20 p.m., the sitting resumed in camera.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet from 9:00 a.m. to 9:45 a.m. on Thursday, November 2, 2006 to consider Committee business.

 

At 4:33 p.m., the Committee adjourned to the call of the Chair.
