The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:07 a.m. this day, in Room 705, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Bonnie Brown, Patrick Brown, Hon. Denis Coderre, Jean-Claude D'Amours, Mike Lake, Yves Lessard, Tony Martin, Hon. Geoff Regan, Brian Storseth and Lynne Yelich.

 

Acting Members present: Denise Savoie for Tony Martin.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Canadian Labour and Business Centre: Shirley Seward, Chief Executive Officer; Clarence Lochhead, Senior Researcher. Canadian Policy Research Networks: Sharon Manson Singer, President; Ron Saunders, Director, Work Network. Canadian Chamber of Commerce: Michael Murphy, Executive Vice-President, Policy; Robert McKinstry, Senior Policy Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 11, 2006, the Committee resumed its study of Employability in Canada.
 

Shirley Seward, Sharon Manson Singer and Michael Murphy made statements and, with Robert McKinstry, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Tony Martin moved, — That the Committee conducts a study of the Canada Social Transfer from a social policy perspective including in its study especially its accountability and effectiveness, whether there should be a separate dedicated transfer for post-secondary education, engaging the provinces, territories, municipalities and the public in a dialogue on the establishment of standards that might be national or based on international covenants .

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Denis Coderre, Jean-Claude D'Amours, Tony Martin, Geoff Regan — 4; NAYS: France Bonsant, Mike Lake, Yves Lessard, Brian Storseth, Lynne Yelich — 5.

 

At 11:09 a.m., the Committee adjourned to the call of the Chair.
