The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met in a televised session at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Tony Martin, Gary Merasty, Michael Savage, Mario Silva and Lynne Yelich.

 

Acting Members present: Carole Lavallée for France Bonsant.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst.

 

Appearing: Hon. Jean-Pierre Blackburn, Minister of Labour; Hon. Monte Solberg, Minister of Human Resources and Social Development.

 

Witnesses: Department of Human Resources and Social Development: Janice Charette, Deputy Minister; Hélène Gosselin, Deputy Head, Service Canada; Sherry Harrison, Comptroller; Karen Kinsley, President, Canada Mortgage and Housing Corporation; Munir Sheikh, Deputy Minister of Labour .

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2007-2008: Votes under 1, 5, 10, 15, 20 and 25 under HUMAN RESOURCES AND SKILLS DEVELOPMENT referred to the Committee on Tuesday, February 27, 2007 and the Report on Plans and Priorities 2007-2008 of HUMAN RESOURCES AND SOCIAL DEVELOPMENT CANADA.
 

The Ministers made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 5:12 p.m., the sitting was suspended.

At 5:17 p.m., the sitting resumed.

 

The Chair presented the 7th Report from the Subcommittee on Agenda and Procedure which read as follows:

That the following calendar replaces the one adopted on April 24 by the Committee:

May 17: Clause-by-clause of Bill C-303:

- 9:00 a.m. to noon

- 3:30 p.m. to 5:30 p.m.

May 29 and May 31: Bill C-284;

June 5, 7, 12, 14, 19, 21: Report on Employability in Canada.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

Yves Lessard moved, — That the Department of Human Resources and Social Development provide the Committee with:

- the list of non-profit organizations and private companies that received grants under the Canada Summer Jobs program, by riding, and the amount allocated to each riding in Canada for 2007.

Debate arose thereon.

 

Michael Savage moved, — That the motion be amended by adding after the word “grants” the following: “and those who applied and were denied”.

Debate arose thereon.

 

Patrick Brown moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was negatived on division.

 

By unanimous consent, the amendment was withdrawn.

 

After debate, the question was put on the motion and it was agreed to.

 

Yves Lessard moved, — That the Department of Human Resources and Social Development provide the Committee with:

- the list of private companies that received grants and the amount of these grants under the 2006 Summer Career Placement program, by riding .

Debate arose thereon.

 

Mike Lake moved, — That the motion be amended by adding after the word “the” the following: “the list of non-profit organizations and”.

 

After debate, the question was put on the amendment of Mike Lake and it was agreed to.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Department of Human Resources and Social Development provide the Committee with:

- the list of non-profit organizations and the list of private companies that received grants and the amount of these grants under the 2006 Summer Career Placement program, by riding .

 

At 5:37 p.m., the Committee adjourned to the call of the Chair.
